General background information relevant to the assignment**
Violence and harassment, including sexual harassment, is a serious human
rights issue that negatively impacts both women and men in the workplace and
in society. It also represents a major impediment to individuals wishing to
carry out their daily work in a congenial environment. Therefore, addressing
this problem, and working to eliminate it, is an important part of human
rights protection. Saudi Arabia is committed to eliminating violence and
sexual harassment of all kinds and has taken important steps in recent years
to encourage women to meaningfully participate in the workforce. However,
additional efforts are still needed to eliminate sexual harassment in the
workplace. Within the framework of the Memorandum of Understanding (MOU)
between SHRC and the Office of the High Commissioner for Human Rights (OHCHR),
and in line with the objectives of the latter's Technical Cooperation
Programme (TCP), it has been agreed to hire an international consultant to
review several existing Saudi laws and procedures to harmonise these with
international best practices in line with human rights standards and norms.
The objectives of the assignment**
The objective of the assignment is to support SHRC to tackle the problem of
sexual harassment in the workplace in Saudi Arabia. On the basis of existing
document reviews and strategic input from teams of the Ministry of Human
Resource and Social Development, the consultant will focus on objectives and
priorities for a common approach to moving its gender agenda forward with the
aim of effectively tackling the problem of sexual harassment.
The consultant will be hired for a period of 90 days

A certificate of payment must be verified by UNDP upon the validation of each
deliverable. The consultant is advised to keep track of days worked and tasks
performed during the course of her/his assignment. The purpose of such
documentation is to support the payment process if deemed necessary.

H. Scope of Price Proposal and Schedule of Payments
All proposals must be expressed in a lump sum amount. This amount must be
"all-inclusive". Please note that the terms "all-inclusive" implies that all
costs (professional fees, living allowances, communications, consumables,
etc.) that could possibly be incurred are already factored into the final
amounts submitted in the proposal.
Payments shall be made to the individual contractor upon successful completion
and certification by UNDP that services have been satisfactorily performed,
based upon the actual number of working days.
Payment shall be made as a deliverables-based lump sum payment, to be paid in
instalments. The schedule of payment will be distributed upon satisfactory
submission of the deliverables listed in the table hereunder:
