Project Information:
Saudi Arabian Military Industries (SAMI) is a national holding company owned
100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the
Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the
military industrial infrastructure necessary to help the Saudi Vision 2030 aim
of localizing military spending to at least 50% by the end of the decade. It
commenced operations in January 2018. SAMI is working with numerous Original
Equipment Manufacturers (OEMs) and local contractors to establish the military
industrial infrastructure across the Kingdom. It is organized into 5
Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles
and Emerging Technologies; Naval interests are covered within the Weapons &
Missiles portfolio. Bechtel was contracted in August 2020 to provide a
Facility Management Team (FMT) to develop and implement a Facility Masterplan
to help align SAMI`s programs. This has led to the opportunity to provide a
Project Management/Construction Management (PM/CM) team (approximately 90
strong) to manage the design and construction of a major military industrial
facility near Riyadh over the next 3-4 years.
Position Overview:
This position is for a Field Engineering Manager-Site who will provide
oversight to Design & Build contractor & can perform Field engineering
activities of a varied nature requiring a full working knowledge of
construction engineering practices. The successful candidate must have strong
organizational and teamwork skills, proven problem-solving abilities, a can-do
attitude, and the desire to deliver results. Successful candidate will have
responsibility to provide direction to less experienced multidisciplinary
Field engineers, or construction office technical or clerical personnel.
Job Responsibilities (include but not limited to):
* Monitor Quality Control Program which includes quality audit and check points, FAT procedure and testing, site inspection for compliance with Contract Documents, approved submittals in conformance to codes and contract requirements. Maintain project safety awareness and enforce company safety policy.
* Provide constructability inputs during requirement formation, bid, evaluate & award phases of assigned subcontracts.
* Represents Construction to analyze the subcontract general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work. As work proceeds, make recommendations to the Project on the mitigation of these risks; closely monitor and help remedial actions.
* Coordinates with Engineering disciplines, as appropriate, to communicate field data, perform data analysis and recommend resolutions to expedite surveying/metrology field conditions.
* Multi-disciplined field engineering responsibilities/familiarity with earthwork, excavation, concrete, structural steel, mechanical equipment, piping installation (large and small), and module assemblies.
* Participates in pre-construction meetings and validates receipt and approval of pre-mobilization submittals.
* Facilitate coordination of contractor's work with third parties, i.e., SEC, RAC or other public agencies.
* Supervise quantity take-offs. Review O&M manuals. Monitor as-builts. Evaluate construction material testing results.
* Monitor's installation of mockups, materials and equipment to assure conformance with drawings and specifications.
* Review contractor's monthly invoices. Prepare daily reports & participate in construction progress meetings.
* Provide technical help to the preparation of Field Change Requests and Change Orders.
* Review engineering design packages for constructability issues and lessons learned.
* Prepare and assess cost estimates. Resolves cost and schedule issues for the Subcontractor's potential cost changes and makes recommendations.
* Participate in final inspection and prepare punch lists.
* Assist with construction quality assurance. Witness acceptance testing of various systems and structures as required.
* Represent the client in technical meetings with Contractors/Sub-Contractors.
* Review contractors shop drawings, technical queries and submittals to ensure compliance with design documents.
* Monitors the Subcontractor's execution for adherence to the principles of Integrated Safety Management System and to ensure the health and safety of the worker, quality, productivity, and consistency.
* Participates in survey/metrology training/education to field engineering team. Assists in developing training material.
* Operates with latitude, exercising professional judgment within the framework of guidelines provided by the Contracts Administrator and utilizing construction knowledge, experience in the resolution of typical questions and problems.
* Works under time constraints and must be adaptable to changing conditions and priorities.
* Provide technical guidance and knowledge transfer to young Saudi Engineers.
Basic Qualifications:
* Bachelor's degree in Civil/Structure/Mechanical Engineering from an accredited college or University with minimum 20 years of relevant experience. Must be physically fit to conduct field inspections and joint walkdowns.
Minimum Qualifications:
* Demonstrate excellent communication skills (both verbal and written), can be the "face" of Bechtel by promoting our leadership, quality, and safety values to external partners including Client, Contractors and construction companies.
* Experience working with, supervising, and administering subcontractors.
* Strong knowledge of civil/structural/mechanical/electrical engineering principles in the design and installation of structures, systems, and components. Ability to read, understand and interpret construction drawings.
* Civil/Structural/Mechanical/Electrical system construction installation/inspection experience.
* Strong knowledge of surveying principles & technologies, metrology, 3D laser scanning & optical survey instrument.
* Strong understanding of module assembly, completion walk-downs, testing, punch-list management, turn over packages and routine interface with Start-Up.
* Sound knowledge base of Environmental, Safety & Health compliance standards required on government projects.
* Ability to provide clear and precise verbal & written communications with Field & Design engineers for project review.
* Excellent problem-solving skills. Computer literate in word processing, spreadsheet, and database applications.
* Working knowledge of ACONEX or another document management software.
* Knowledge of requirements for Lock Out Tag Out for safety. Knowledge of Industry Regulatory Codes & Standards.
* Ability to obtain registration in the Kingdom of Saudi Arabia's Council of Engineers.
* Strong understanding of change management and configuration control processes.
Preferred Qualifications:
* Review and respond to contractor's technical queries & coordinate with Engineering Department on technical issues.
* Review engineering design packages for constructability issues at 30%, 60%, 90% & Issued for Construction stage.
* Review technical submittals, method statements, inspection & tests plan according to specification. Review of Shop drawings, O&M manuals, As-built drawings. Witness final inspection, acceptance of installations & prepare punch list.
* Previous experience working in Saudi Arabia or Middle East and ability to obtain and/or maintain Saudi visa.
* Experience in facilities handling explosives/propellants. Experience in Manufacturing or industrial plan setting.
* Working knowledge of AutoCad, REVIT, Civil 3D and working Knowledge in International & local (Saudi) codes.
* Experience in Plant startup, commissioning, or maintenance of plant.
