Role Summary


Essential Duties & Responsibilities:


The Client is embarking upon a significant capital program to create the
capital of entertainment, sports, and the arts in Riyadh. The program will be
an integrated destinations offering immersive experiences and memorable
moments of delight. The program will involve parallel development and
execution of a broad range of assets encompassing leisure, sports, cultural,
retail, hospitality, religious, residential, transport and infrastructure.


As a member of the Senior Management team, the Director-Delivery & Logistics
role is considered a key function for providing accountability to develop the
construction delivery and logistics strategies and execution plans required
for the project. This role will be given the authority to execute approved
strategies and plans for the project and prepare and drive the team to meet
evolving project's needs. The role will also provide and seek regular feedback
and input from the Senior Management team and Client stakeholders.


Key attributes for the successful candidate will be proven large scale (multi-
billion dollar) program delivery of complex construction programs, with
experience across the full project lifecycle. The successful candidate will
also be able to work collaboratively with multiple teams to provide focus and
support and innovative solutions.

  • Be knowledgeable of all contract formats and their respective benefits and liabilities with strong knowledge of continuous improvement techniques

  • Support capability development aligned to the project strategy while developing the teams required to deliver the project

  • Develop and implement a set of priorities and goals to underpin the success of the Project through harnessing the benefits of diversity and inclusion

  • Providing visible inclusive leadership, effective succession planning, exploring recruitment and retention strategies and providing mentoring/sponsorship to staff

  • Identify, manage and mitigate the delivery risk exposure to the Project by ensuring adequate controls are identified and applied to delivery risks

  • Collaborate with and support the Project team to achieve successful outcomes

  • Manage all construction (and where applicable, design and construction) activities to deliver the completed assets in accordance with the approved designs, within the approved cost plan budgets and by the agreed milestone dates

  • Identify major Project interfaces and interdependencies to enable comprehensive collaboration and seamless construction phasing without hindering any design / construction work

  • Identify scope gaps, conflicts, errors, and problems that may exist in the rights, duties, and responsibilities within and between the various design, procurement and construction projects and contracts and manage all interfaces and construction activities between the various contracts

  • Develop, maintain, and implement a client-approved program-wide construction management plan

  • Establish integrated site management and logistics plans as well as systems to operate directly and / or manage operations of program wide site management activities

  • Administer all road closures, utilities interruptions, noise, pollution, dust control and all such other activities within the Client site that may impact the public

  • Develop, maintain, and implement program-wide commissioning and handover strategy

  • Implement a HS program, policies, procedures, processes, guidelines, and contractual HS requirements

  • Take all reasonable measures to confirm whether the supervision consultants and contractors comply with all HS requirements

  • Develop a construction phasing / handover strategy and plan for the Project to ensure that work packages are appropriately phased to suit the program construction requirements and the operation teams' requirements

  • Establish interface management teams

  • Oversee, coordinate, monitor and facilitate the progress of Works through the construction site supervision consultants

  • Manage the supervision process to achieve successful and consistent outcomes

  • Oversee construction administration and Project Controls of contractors and site supervision consultants

  • Review contractor's organization for executing their respective Works in terms of organizational structure, staffing, resourcing strategies, site set-up, logistics and temporary facilities, Project control systems, construction methodologies and sequences, quality systems, HS and ES systems, and general plan for executing the Works

  • Implement construction management requirements to support Project planning, design, and contracting / procurement packaging strategies, phasing / sequencing, interfaces, estimates, milestones, constraints, and schedules

  • Establish and maintain integrated project-level site management and logistics plans in line with the approved program-wide site management plan and team requirements

  • Manage the Project site management and logistics within their plots as well as interfaces between project plot boundaries


Technical and speciality skills


Degree and/or postgraduate qualification in Engineering, Architecture or
Construction Management or relevant field of study.


‎25+ years of experience working within Mega/large scale complex design and
construction programs across private and/or government sectors.
Must have hands-on experience in delivering projects and have a strong
technical and commercial working knowledge
