Summary: The Finance Director will assist the Country Director & the HAI
Controller in overseeing the financial reporting, budgeting, training, and
risk management activities of Heartland Alliance International. The FD is
responsible for maintaining fiscal records, providing financial information,
preparing monthly financial reports, filing reports with regulatory agencies,
managing financial risks and controls, preparing financial statements for
audits, conducting financial analyses, and making presentations to
organization executives and board members. The Director works within a team
environment with other finance department staff, organizational executives,
and program management. The FD reports directly to the HAI–IRAQ CD with cross
accountability to the HAI controller.
Essential Duties and Responsibilities:
* Lead and oversee the activities of the accounting staff to ensure the accurate and timely processing of all transaction cycles; Maintain an organizational structure and staffing to effectively accomplish the accounting team’s goals and objectives.
* Manage the selection, training, development, and performance evaluation of accounting staff, including a staff of accounting professionals in the international
* Maintain financial records in compliance with generally accepted accounting
* Ensure timely completion and distribution of accurate financial records, monthly operating statements, financial reports, and analyses; make adjustments as necessary and highlight areas of
* Prepare monthly financial critical indicator reports for executive and program management highlighting significant budget to actual variances and associated financial risks, detailed analyses of accounts receivable, financial forecasts, and other key financial
* Present financial reports and analyses to organization executives and board
* Provide program personnel with financial information sufficient to ensure compliance with local, state, and federal budgetary, contractual, and reporting requirements; Effectively work with program personnel by providing timely financial information and analysis through group and individual
* Ensure compliance with government grant contracts and other regulations by ensuring the accurate and timely completion of financial reports and other
* Prepare financial statements and schedules in support of the annual audit and government and other regulatory agency audits; effectively manage relations with auditors and regulatory
* Assist with preparation of program budgets in accordance with funder
* Protect organizational financial assets by establishing, implementing, monitoring, and enforcing internal controls, such as financial and accounting policies and procedures; provide recommendations for
* Establish or recommend to management, economic strategies, objectives, and financial
* Make necessary adjusting/correcting journal entries due to inconsistencies or donor requirements.
* Review donor specific financial requirements and develop systems to comply with donor financial terms.
* Keep proper Books of Accounts as defined by the policies, rules, regulations & Generally Accepted Accounting Principles (GAAP).
* Work on the Government Tax report and the annual financial report for the DNGO.
* Prepare monthly budget vs actual report.
* Prepare donor financial reports and bank and cash reconciliations, and Review bank and cash book statements.
* Prepare cash forecast request to HQ & follow up the wire transfers.
* Manage and oversee HAI bank accounts in the country.
* Support the program teams with the budget revisions and amendments.
* Liaison with all HAI project auditors.
* Visit Iraq sub-offices when requested and required.
* Provide technical consultation to procurement and logistics departments.
* Lease with HQ during Audit process, month-end closure and for any other requirements from HQ.

Supervisory Responsibilities: Manages a team of Iraq Finance & accounting

Education and/or Experience: Bachelor’s degree in Accounting/Finance/Business
and ‎5 years progressive relevant experience with an additional ‎2 years of
international accounting experience, and demonstrated competencies with
accounting for foreign currency, preferred experience in unstable
banking/financial environments.
* Certified Public Accountant is desirable but not required.
* In-depth knowledge of USG and International donor organization’s regulation and requirements – Uniform Guidance (2CFR200), AIDAR, and IAS/IFRS is preferred
* Experience in government and not-for-profit accounting is required with current
* Experience working in or with post-crisis areas is desirable
* Experience in ERP is as QuickBooks and other software are highly desirable.
* In addition to English, ability to speak and read Arabic and Kurdish is highly desirable
Reasoning Ability: Strong analytical ability required. Ability to identify
problems, ask questions, collect data, establish facts, and draw valid
conclusions. Ability to interpret an extensive variety of technical
instructions in mathematical or diagram form and deal with several abstract
