The International Renewable Energy Agency (IRENA) is an inter-governmental
organisation mandated with the widespread and increased adoption and
sustainable use of all forms of renewable energy. At present, IRENA has 168
Members that acceded to its Statute, and 16 additional States in the process
of accession and actively engaged. IRENA supports countries in their
transition to a sustainable energy future, and serves as the principal
platform for international cooperation, a centre of excellence, and a
repository of policy, technology, resource and financial knowledge on
renewable energy. The Agency implements its mandate with a view to sustainable
development, increased energy security and low-carbon economic growth and
prosperity.
The Division of Administration and Management Services is responsible for
providing the Secretariat with efficient support in managing its human and
financial resources and ensuring effective and timely delivery of Human
Resources, Information and Communications Technology, Procurement, Financial,
Travel and other General Services.
Duties and Responsibilities
Under the direct supervision of the Chief, Human Resources and the overall
guidance of the Director of Administration and Management Services Division,
and within delegated authority, the Human Resources Officer will carry out the
following duties:
Human Resources Policy
* Assist the Chief of Human Resources to develop new and innovative solutions to address issues in the Human Resources (HR) management that are consistent with best practices of International Organizations, tailored to the emerging and evolving needs of the Agency and meet the needs of stakeholders;
* Actively contribute to the effective roll-out and implementation of new or revised HR policies and systems; conduct and/or participate in HR policy briefings and communication and awareness raising activities;
* Monitor and evaluate HR policy initiatives and make modifications as appropriate to ensure their compatibility and effectiveness;
* Keep abreast of developments in various areas of HR; research and carry out comparative analyses of policies, procedures and practices in other organizations to prepare policy proposals, manuals, reports and briefing notes; prepare position papers on HR issues for discussion and/or presentation to the senior management;
* Lead special HR projects as assigned; participate in Agency working groups and task forces on a broad range of HR matters with a view to delivering effective solutions to emergent issues and implementing new HR initiatives in support of organizational change and performance.
Job Analysis/Evaluation, Recruitment and Selection
* Lead the preparation and finalization of Terms of Reference/Job Descriptions (TORs/JDs) in coordination with respective IRENA divisions and in accoprdance with approved plans and budgets; ensures that TORs/JDs are properly classified and corresponding post actions are duly reflected in appropriate organizational systems;
* Supervise recruitment and selection processes within the assigned portfolio incuding identifying upcoming vacancies, preparing vacancy announcements, reviewing applications, administering written tests, serving as ex- officio in evaluation panels and drafting interview reports, helping managers to identify the most suitable candidate(s), preparing offers and letters of appointment, designing, planning and carrying out induction briefings and orientation sessions for newly recruited staff and personnel, etc;
Human Resources Administration
* Advise the Chief of Human Resources on the development, modification and implementation of the Agency's policies and practices on entitlements and benefits, contract administration for all categories of personnel at IRENA including regular staff, service contractors, consultants and interns.
* Analyse, review and evaluate requests from Agency divisions on entitlements and benefits and contract administration. Provide expert advice on the interpretation and application of policies, regulations and rules for complex, contentious and/or unprecedented cases concerning eligibility to entitlements and benefits and recommend appropriate action. Review and provide advice on exceptions to policies, regulations and rules.
* Ensure effective and efficient administration of staff entitlements and benefits as well as employment contracts. Supervise the work of subordinate HR staff for compliance with rules, regulations and procedures and for soundness of judgment and conclusions. Conceive, formulate and advocate new and/or improved methods and techniques for the delivery of HR administration services.
Performance Management and Staff Development/Learning
* Supervise needs assessment and analysis for performance management, staff development and learning; develop staff development plans; propose and deliver programmes to meet the needs in line with overall organizational goals and work plans. Evaluate effectiveness and impact of staff development and performance evaluation programmes and recommend ways to enhance effectiveness and impact.
* Provide performance management advice and guidance to staff and managers to support the organization's strategy, work programmes and priorities; assist supervisors and staff with in the effective use of the performance appraisal system; provide appropriate advice and mediation support in case of performance and/or employment related disputes.
HR Analytics
* Coordinate collection and consolidation of key HR analytics and data from a range of sources including Agency ERP system and payroll, staff satisfaction and exit surveys, digital employee files, international organizations statistics and other sources;
* Lead data and statistical analysis for trends and patterns with focus on staff recruitment and attrition, employment practices, staff engagement and turnover, vacancy management and workforce dynamics.
* Prepare reports of data results, detailing findings and making recommendations to the management.

applicable.
Client Orientation : Considers all those to whom services are provided to
be clients and seeks to see things from clients' point of view; establishes
and maintains productive partnerships with clients by gaining their trust and
respect; identifies clients' needs and matches them to appropriate solutions;
monitors on-going developments inside and outside the clients' environment to
keep informed and anticipate problems; keeps clients informed of progress or
setbacks in projects; meets timeline for delivery of products or services.
Qualifications
Education : Advanced university degree (Master's degree or equivalent) in
human resources management, business or public administration, social
sciences, law, education or related field. A first-level university degree in
combination with at least two additional years of directly relevant qualifying
experience may be accepted in lieu of an advanced university degree.
Experience/Skills : At least seven years of progressively responsible
experience at the professional level in human resources management with focus
on human resources policy development, staff learning and development,
recruitment and selection and HR administration. At least three years of
relevant professional experience in managerial HR roles within an
International Organisation.
Language : Excellent command of both written and spoken English is
required. Knowledge of other languages is desirable.

dependency allowances, rental subsidy, education grant (for school aged

2 The post adjustment is a variable component that is adjusted periodically
to reflect changes in the cost of living in a duty station. Post adjustment
multiplier for Abu Dhabi duty station is currently 72.6%, determined by the
International Civil Service Commission and subject to change without prior
notice.
