Position Summary
Jubail is one of Bechtel 's most remarkable achievements--a city built from
the sand up, requiring vast resources and logistical planning on an
unprecedented scale. It the biggest civil engineering project in modern times
--and it's getting bigger. Bechtel has managed the Jubail project, located in
the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi
Arabian Bechtel Company (SABCO) serves as the Management Services Contractor
(MSC), or "owner's representative" for our client, the Royal Commission (RC).
We are the Engineering, Procurement, and Construction (EPC) managers, managing
design submissions from local AE firms, and overseeing the actual construction
work being performed by local contractors and sub-contractors in Jubail and
Ras-Al-Khair Industrial Cities. In June ‎2021, Bechtel's contract with the
Royal Commission was renewed for another ‎5 years with work focusing on
building new residential communities, iconic buildings/ bridges, major site
preparation, commercial buildings, mosques, schools, hospitals, sports
facilities, clinics, universities, utility services and infrastructure
(electrical sub-stations, lift stations), roads and highways, port & pipeline
expansions, and more.
The work location for this position is at Ras-Al-Khair which is located about
‎100 KMS north of Jubail Industrial City. You will be required to commute
Jubail - Ras-Al-Khair - Jubail daily using the available transportation
facility /shuttle bus service. The accommodation will be provided at Jubail
Industrial City. Free breakfast and lunch is currently provided for Ras-Al-
Khair assignees during workdays.

Responsibilities
Review and guide the instrumentation & control design and documentation of
all projects for the Royal Commission (RC) that are part of the growth and
expansion of Ras-Al-Khair Industrial City in the Eastern Province.

Job Duties
* Participate and provide input to the design consultants for engineering and design process, ensure proper development of C &I engineering / design deliverables.
* Review of design consultant's deliverables, ensure all the drawings and documents are technical adequate and accurate, maintain consistent design across all projects.
* Provide support to construction department. Review vendor shop drawings and materials submittals, as required.
* Participate and provide input to the bidding process as required.
* Resolve Technical Queries and Field Change Designs initiated by Contractors.
* Develop design practices, engineering manual, standard specifications, typical drawings, work procedures and instructions.
* Investigate new technologies, prepare innovative designs into the project to achieve optimized solutions.
* Continuous effort to improve design quality by implementing QC and QA program.
* Participate in design consultant's Technical Quality Audits.
* Participate in Interdisciplinary coordination meetings.
* Become knowledgeable with third party standards, procedures and approval requirements. Coordinate 3rd party interfaces.
* Conduct site visits and site studies to achieve effective analysis and feasible solutions.
* Other related duties as instructed by the supervisor.

Skills and Qualifications
Essential Technical
* University/College graduate with a BS in Control Engineering or Electrical Engineering.
* Minimum ‎5 years ' working experience in Instrument & Control system design & engineering.
* Proficient with Instrumentation & control systems selection, calculations, control system network & architectures.
* Proficient in material selection for installation as it applies to instrument valves, tubing, tubing fittings, pipe and pipe fittings, junction boxes and wires.
* Experienced in preparing discipline detail engineering deliverables.

Essential Behavioral

Preferred Technical
* Familiar with control & Instrumentation design & engineering for water treatment, water distribution and seawater cooling systems.
* Knowledgeable in building fire alarm and fire protection system design & engineering.
* Experienced in Build Automation System design & engineering.
* Familiar with typical HVAC equipment or other mechanical package control requirements and sequence of operations.
* Field experience in testing, startup & commissioning for DCS, SCADA, PLC, RTU, fire alarm system and building automation system.
* Understanding of programming, configurations and system design using DCS, PLC's and SCADA, BAS, FACP etc.
* Experienced in managing projects' all phases including conceptual design, FEED, Detail Design & Engineering and Construction Support.
* Proficient in industry & International regulations, codes and standards and C&I design criteria.
