HR Services Manager


The HR Services Manager supports Safeguard Global's expansion and mission to
be the employer of choice, through provision of white glove service to
Safeguard's clients and employees in-country.
The HRSM is a subject matter expert on local labour legislation and uses their
knowledge to ensure compliance with local laws, usage of local best practices,
and to mitigate local employments risks. They act as Safeguard's local
representative and provide Safeguard's clients and employees with a true local
experience.


Roles & Responsibilities
• Acts as a Country Owner: • Responsible for all service levels to
workers/local clients
* Assists in Sales process for new assignments in-country, and is incentivized for success
* Ensures Safeguard Global outperforms competitors, keeps up to date with what incountry competition is doing/offering
* Is "the face of the country", participates in panel discussions/speaking engagements, etc.
* Is the Subject Matter Expert for everything related to country:
* Responds to client queries (that cannot be standardized, and therefore answered by LMS/LMC)
* Responds to internal queries (Sales, GEO Consultants, etc.)
* Keeps the organization up to date on Local Market knowledge (legislation, best practices, etc) and provides input for strategic decision-making
• Sources and implements attractive benefit schemes to be employer of choice •
Provides additional professional services to clients, such as salary advisory,
Talent Acquisition advice, benchmarking, etc.
* Drafts and maintains employment documentation, such as policies, handbooks, etc. (in the case of Consulting entities for Safeguard's Consultants as well)
* Creates templates for frequently requested documents by clients and/or workers (such as reference letters)
* Holds power of attorney for employment documentation
* Is the First Point of Contact for workers:
• Responds to worker queries (that cannot be standardized, and therefore
answered by LMS/LMC) • Drafts and negotiates employment contracts with workers
* Responsible for Workers' HeartBeat/NPS response rate, and for certain categories of clients (tbc)
* Provides trainings/webinars/Q&As to workers on frequently asked in-country questions, such as legislation changes or pay slips Key Performance Indicators A successful HRSM will meet the following standards:
* Compliance: ensuring Safeguard is always compliant with local legislation. Results:
* completion of annual compliance audit without any anomalies
- organisation up to date on local legislation, changes communicated and
implemented - all workers in country paid on time > ‎0 late payments
• Accountability: regular check-ins with clients and workers to ensure good
employership and signal risks. Results: - quarterly calls with clients and
workers to measure performance - complete and up-to-date personnel files •
Responsibility: drive performance management cycle Result: defined and
documented performance management processes and outcomes
* Satisfaction: be employer of choice for workers Results: - workers HB: ‎50% response rate, > ‎4 score - onboarding satisfaction through OB evaluation form - Zendesk reply and resolve times in line with KPIs
* Recognition: be go-to service provider for in-country Employment Outsourcing services Result: participation in ‎4 events a year (panels, speaking, writing an article, etc.
And additional for UAE: Immigration and VISA process knowledge
UAE law
* Advisor to all staff and leadership on visa requirements to support the business
* Proactive guidance on visa requirements
* Acts as a resource for local office immigration matters
* Responsible for reaching out to new hires and transfer to support immigration processes
* Liaison with global mobility on all transfer documentation
* Supervise the local Dubai office PRO's daily operations
* Manage the relationship with regional visa and immigration vendors
