HSE Specialist – Eastern Province, KSA

Role Summary:
The HSE Specialist will oversee health, safety and environmental policies and
procedures on site. He will contribute to the review and development of health
and safety guidelines and assist on site teams in understanding occupational
health and safety hazards. The HSE Specialist will play a role in monitoring
the construction infrastructure and capital assets and will also ensure the
safety of workers and staff on site.
Priority for Saudi Nationals.
Position Location: On Site; Eastern Province, KSA
Industry: Engineering, Project and Construction Management
Primary Duties and Responsibilities:
* Prepare HSE plan for grassroots refinery projects.
* Coordinate with international HSE organizations.
* Lead the site risk assessment study and generate the Process Safety Management Program for the project.
* Observe and implement Company Quality, HSE Policies and Procedures.
* Conduct safety induction for employees, sub-contractors and visitors.
* Write, implement, and manage HSE programs, policies, and procedures.
* Conduct on site safety trainings.
* Prepare and submit HSE weekly and monthly reports.
* Conduct Emergency Evacuation and spill control drills to evaluate the readiness for emergency situations.
* Organize Safety meetings and play vital role in discussing safety issues with Teams and Leaders.
* Conduct special inspection for scaffolds, fire appliances, ladders, power / hand tools, and verify third party certifications and other competency documents for machineries such as cranes, scissors lifts, hoists etc.
* Arrange and ensure emergency signs and other caution sign boards are placed at respective locations for information.
Education and Experience:
* Bachelor’s Degree in Occupational Health and Safety or related discipline.
* Professional certification e.g. NEBOSH, IOSH, OSHA or equivalent.
* Minimum ‎15 years of relevant experience.
Required Knowledge, Skills, Abilities and Personality Attributes:
* Experienced in buildings and infrastructure industries.
* Excellent Health, Safety, and Environment (HSE) experience on large projects.
* Capable of preparing HSE plans for grassroots refinery projects.
* Experienced in coordinating with international HSE organizations.
* Capable of leading the site risk assessment study and generating the Process Safety Management Program for the project.
* Proactive Team Leader.
* Excellent Communication and Interpersonal skills.
