Job Description
* Assist the Superintendent Material and Services Procurement in developing the Division’s strategies and plans and follow up with all concerned organizations and personnel to ensure effective implementation.
* Provide expert advice and contribute to the development of the Division’s policies, procedures, guidelines, and manual.
* Identify resource requirements for the Division and prepare, under the direction of the Superintendent, a capacity development plan to improve the Division’s overall performance and productivity.
* Assist in developing Key Performance Indicators for the Division and perform a variety of evaluation and analysis processes as well as quality control techniques to evaluate the Division’s overall performance.
* Act as a contracting consultant and support other Material and Services Procurement Division personnel in areas of contracts and procurement actions.
* Ensure the quality of commercial evaluations of bids and compliance of bids with SATORP requirements and instructions. Ensure that all tendering, bidding, and awarding activities are aligned with all relevant SATORP policies and procedures.
* Administer complex contracts and maintain a continuing review of SATORP contracts. Provide the Superintendent Material and Services Procurement with regular reports and information regarding any outstanding contractual issues.
* Support the development and implementation of the Contract Information System to ensure effective management and coordination of SATORP contracts and related activities.
* Provide reliable consultation to other SATORP organizations and personnel with regard to any contract discrepancies or issues with the contract terms and conditions.
* Ensure that all contract discrepancies and issues are agreeably resolved in coordination with all involved parties. Provide comments and acceptance/rejection advice with regards to deviation/ change requests from the original contract specifications.
* Provide interpretations and clarifications to SATORP organizations to ensure their understanding of the contract terms and conditions.
* Check the quality of the Contract Document prepared for signatures by SATORP signatories and vendors.
* Participate in the evaluation of contract claims or complaints received from Vendors.
* Participate in selecting Vendors in coordination with all concerned SATORP Organizations.
* Conduct regular contract reviews to ensure the delivery of expected materials and services conforms to the agreed terms and conditions.

* Strong knowledge of developing sourcing and procurement strategies based on organizational requirements.
* Strong knowledge of Logistics and Supply Chain Management.
