ORGANIZATIONAL CONTEXT


The CSP focuses on five interrelated thematic areas:
* Support and complement the Government's social protection programs;
* Support the refugees and migrants through food assistance and resilience building;
* Improve the nutritional status of Egyptians with a focus on Pregnant and Lactating Women and infants under two years of age;
* Support resilience of vulnerable smallholder farmers and Bedouin communities in Upper Egypt and frontier Governorates; and
* Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighbouring countries.


JOB PURPOSE


WFP Egypt is currently designing a follow-on CSP for ‎2023-‎2028 building on
lessons learned from the previous strategy. The Incumbent would therefore be
expected to provide support to policy and programme activities that
effectively meet food assistance needs especially as they pertain to
integrated, climate-adaptative agriculture and the resilience building of
rural and Bedouin communities in Egypt.
To contribute to the VAM evidence base that supports food security and
nutrition policies and programmes (e.g. needs assessment and situation
analyses, programme design, targeting, cost effectiveness, and operational
efficiency).


KEY ACCOUNTABILITIES (not all-inclusive)



  • Contribute to the development and integration of Vulnerability and Assessment Mapping (VAM) projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance, and in coordination with different WFP units and programmes.

  • Support the development of food and nutrition security and vulnerability analysis under different WFP programmes, including the preparation, review/updating of tools, and producing timely reports on food and nutrition assessment needs, and nutrition, in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

  • Follow data gathering, analysis, reporting and monitoring systems ensuring that rigorous quality standards are maintained.

  • Work in coordination with programme units to research and analyse policy and operational food security and nutrition issues to support the development of policies, programmes and activities

  • Contribute to the preparation of accurate and timely policy reports and briefs, reporting on programmes and activities, in coordination with concerned partners/stakeholders that enable informed decision making and consistency of information presented to stakeholders.

  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

  • Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.

  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS


Education: Advanced University degree in Economics, Food Security, Statistics,
Data Science, Public Health/Nutrition, Geography or other related field, with
at least ‎3 years of Professional Experience
First University degree with additional ‎3 years of related work experience
and/or training/courses.
National Professional: Fluency (level C) in English and Arabic languages oral
and writing

Food Security Analysis
Demonstrates ability to conduct structured food security analysis--Identify
underlying macro and micro factors impacting food security of communities and

Food Security Monitoring
Manages the implementation of food security monitoring systems. Investigates
any observed anomalies in the datasets and informs program management for
operational response.


Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health,
Remote Sensing, GIS, etc.)

Provides managerial and technical guidance for designing and conducting
analyses, including computation, interpretation, and presentation of results
for food security surveys and key indicators (comprehensive food security and
vulnerability surveys, food security monitoring, implementing mobile surveys,
market analysis, food consumption scores, coping strategies indices. data
disaggregation, etc.)


Food Security Assessment
Leads all aspects of surveys including design, implementation, analysis,
findings and reporting. Ensures that assessment findings are easily translated
into operational programmatic response.


Strategic Operational Understanding
Demonstrates strong understanding of country operations to participate in
response analysis exercises to improve the cohesion between analytical
findings and programmatic response. Constructs evidence base underlying
technical and policy advice given to stakeholders.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE



  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.

  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.

  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.


TERMS AND CONDITIONS


Fixed-term Appointment : an appointment for a continuous period of one
year and shall have a specified expiration date and subject to a probationary
period of one year, which may be extended to ‎18 months.
Annual Net Pay Salary : as per the established salary sacle with then the
country
Staff Assessment A staff assessment, comparable to national income tax,
shall be applied to the gross salaries and such other payments as are computed
on the basis of salary, The assessment shall be calculated at rates set forth
in the FAO Administrative Manual.
Dependency allowances : applicable to children up to ‎18 years of age, or
up to ‎21 years in full-time school attendance
United Nation Joint pension fund a deduction of ‎7.9% from the pensionable
remuneration will be made from the net salary, the WFP will contribute of
‎15.8%
Medical Insurance : mandatory for staff member and can be extended to
dependents in a cost sharing
Annual leave : ‎2.5 days a month and Sick leave : ‎2 days per month
Official Holiday : ‎10 days as officially established for each duty station
