million) in some of the most critical humanitarian emergencies of our time.
RBC is also active in the 'Changing Lives' side of WFP's mandate, helping
national governments and local communities improve nutrition, livelihoods,
school feeding, social protection, climate and disaster risk reduction and
other programmes that build resilience and support development.

JOB PURPOSE


To support the stewardship of WFP 's resources through preparation and
monitoring of budgets, forecasting, analyzing, reporting on key data and
providing basic administrative support to enable effective management of
funds. This is a regional office position and ‎75% of the time will be spent on
managing the regional office finances whilst ‎25% will be spent on supporting
country offices in the region.


KEY ACCOUNTABILITIES (not all-inclusive)



  • Support corporate finance and resource management strategies and major ongoing corporate initiatives, participating where appropriate using finance and resource management expertise.

  • Contribute towards the development of regional plans and processes, aligned with the wider WFP finance strategy.

  • Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy and deadlines.

  • Monitor functional unit budgets and report monthly on the status to unit heads.

  • Review bank reconciliations, process payments for the regional bureau and some country offices, clear receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.

  • Where necessary cover the work of country office Finance Officers who are on leave and deliver core, administrative services working with contractors and following standard procedures to provide cost-effective, quality and timely services to WFP staff.

  • Where necessary perform basic human resource, functions related to your unit staff, recruitment of local staff, training and performance evaluation.

  • Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource consumption information to enable them to make informed decisions.

  • Track and collate data to support others to improve policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations and ensure services are aligned with business objectives.

  • Contribute to the development and update of standard operation procedures to guide delivery of services in your unit including financial controls, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

  • Guide and supervise junior staff, acting as a point of referral and support to them.

  • Represent the unit/RB at internal or external meetings and events with other UN agencies, banks and other financial institutions or other partners and entities as required.

  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond to emergencies.

  • Other roles as required by supervisor or the organization

for senior leadership on financial and business planning matters in accordance
with Value for Money principles.


Resources Management (People, time, assets, etc.)
Monitors trends in staffing and resource usage to anticipate and escalate
potential issues to programme leaders.


Financial Management & Accounting Principles
Applies knowledge of financial and accounting principles and practices to
ensure compliance with WFP policies, applicable procedures and accounting
standards.


Supply Chain and Operations Knowledge
Applies working knowledge of WFP programme and supply chain principles to
develop and/or review project budget plans.


STANDARD MINIMUM QUALIFICATIONS


Education :
Advanced University degree in Finance, Business Administration, Accounting or
related fields, or First University degree in the same subject(s) with
additional years of related work experience plus membership in an
international recognized professional accountancy body such as Association of
Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts
(ICPA) or equivalent.


Work Experience :
At least ‎3 years of relevant post graduate experience in the finance field.


Knowledge & Skills:
* Has experience in budgeting and resource management
* Has experience implementing accounting and internal control processes.
* Experience in supervising teams and engaging with high level stakeholders


Languages :
Fluency in spoken and written English and Arabic.
