Project: Macro-Economic Stabilization and Reform (MESR) Activity
Period of Performance: from approval to end of project (April ‎2023)
Project Background:
The Macro-Economic Stabilization and Reform (MESR) project is a five-year
initiative to support the GOE's reform efforts to address macro-economic
imbalances that negatively impact the ability of enterprises to grow and
become more competitive. More specifically, MESR supports the GOE through two
primary objectives which work together to build momentum for reforms and
maximize the potential for success and sustainability. Objective One improves
public investment planning, implementation, and monitoring to enhance the
productivity of public capital assets and efficiency of public services.
Objective Two upgrades public financial management effectiveness to improve
fiscal management, budgeting, and expenditure control, and increase budget
efficiency, transparency, and accountability.
Responsibilities and Key Tasks:
The Chief of Party will be responsible for the technical leadership and in-
country management of the project. S/he will be responsible for the overall
successful performance of MESR from all perspectives, bringing excellence to
all aspects of project operations, whether in the technical areas, financial
management, reporting, or overall workplace environment. S/he will oversee the
long-term expatriate and local staff and short-term experts in achieving
project results. S/he will undertake regular assessments of the broader
political environment within which the project operates to ensure flexibility
and rapid reprioritization of activities when necessary. Specific
responsibilities include:
* Serve as principal liaison with USAID, Government of Egypt counterparts, mainly the Ministry of Planning and Ministry of Finance, and community stakeholders on program communications and technical implementation activities.
* Works closely with the USAID COR to report, confer, and consult regularly with the Minister of Finance and Minister of Planning, as well as other government agency counterparts. The COP is responsible for appearing at public events as the main representative of MESR.
* Provide overall technical and intellectual direction and leadership, serving as a senior advisor to USAID, counterparts, and component leaders, based on international best practice and public financial management expertise.
* Responsible for the overall direction of the project team, for guiding the direction of the component teams, and for ensuring that project directions are clear to all component leaders and that the MESR team is working collaboratively and effectively.
* Converts project directives, new requirements, new opportunities, project talent, and counterpart and customer demands and requests into project directions.
* Manages all expatriate, consultants and subcontractors in achieving project results.
* Oversees all financial and administrative matters, ensuring the operations and finance team on MESR is in full compliance with USAID and DAI policies and procedures.
* Develop work plans for project activities, oversee the participatory planning process to produce a strategic plan for project deliverables.
* Ensure high quality and timely completion of all project deliverables.
* Oversee development and implementation of Monitoring and Evaluating Plan.
* Provide timely and accurate reporting to USAID on all program areas, presenting findings in both written and oral presentations as required.
* Coordinate program activities with other donors.
* Leads technical and administrative close out activities to ensure the successful completion of the Project.
Qualifications:
* Must be a senior professional with at least five (‎5) year of prior experience as a chief of party or lead project manager in managing like programs in a developing country context.
* ‎15+ years of experience in international development, with specific experience in public financial management, macro-fiscal planning, public investment management and other relevant public finance disciplines required.
* Must demonstrate outstanding strategic planning and management skills, exceptional communications and presentation skills, fluency in the English language, strong teamwork and effective cross-cultural interpersonal skills, and extensive technical expertise in macroeconomic reforms and fiscal policy including Public Financial Management and Public Investment Planning.
* Must demonstrate professional excellence, excellent writing ability, and ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
* Masters degree in relevant field (economics, public administration, international affairs/development) preferred, Bachelors degree with commensurate experience accepted.
Location and Reporting:
The Chief of Party will be based in Cairo, Egypt and will report to the DAI
Home Office Project Team Director.
