CONTRACT LENGTH: ‎11 months with possible
extension based on performance.


Child Safeguarding:
Level ‎3: the post holder will have contact with children and/or young people
either frequently (e.g. once a week or more) or intensively (e.g. four days in
one month or more or overnight) because they work country programs; or are
visiting the country programs; or because they are responsible for
implementing the police checking/vetting process staff.


ROLE PURPOSE:
This position will be responsible for ensuring that Partners Non-Governmental
Organizations (PNGO) operating in Aswan effectively applies and meets save the
children child protection programs and guidelines including SCI case
management standards operating procedures. Also, s/he will act as a direct
supervisor for SCI caseworkers operating in Aswan.
Projects Scope:
This project aims at providing multi-sectoral services including child
protection and case management services for children in Aswan. The project
will directly support children at risk and unaccompanied and separated
children who recently arrived to Egypt due to the conflict in Sudan through
providing integrated case management services. Additionally, it aims to
strengthen the capacity of local partners to lead raise the community
awareness on child protection risks and strengthen the community-based
protection mechanisms.


SCOPE OF ROLE:
Reports to: ( Direct Line): Aswan Field Office Manager
Dotted Line: Senior Protection officer (based in Cairo)
Staff directly reporting to this post: (Direct Line) ‎4 SCI caseworkers
based in Aswan
Dotted Line: Local NGO Project Officer who supervise the Child Protection team
of the local NGO composed of ‎2 CFS receptionists, ‎2 caseworkers and ‎4
facilitators.


KEY AREAS OF ACCOUNTABILITY: ‎2
Project Implementation:
* Support Aswan Field Manager in planning and supervising the child protection activities including the case management services and child friendly spaces in Aswan.
* Maintain good relations with all project partners and participate in working groups, meetings, and events when requested.
* Supervise SCI child protection caseworkers based in Aswan.
* Support the Child Protection Senior officer in providing technical support and building the capacity of PNGO child protection and case management team to ensure that CP services are delivered up to SCI quality standard operating guidelines and quality benchmarks.
* Responsible for strengthening the referral mechanisms with external partner organizations;
* Act as the focal point for referring emergency, urgent and normal cases to the appropriate service providers as per the agreed referral pathways and mechanisms.
* Assist in monitoring and following up on PNGOs case management reporting system to ensure that data are up to date.
* Responsible for reviewing the appointment system for all caseworkers to ensure timely schedule and fair distribution of workload on caseworkers. In addition to reviewing the assessments conducted with children and families.
* Review the monthly calendar of the PNGO and monitor the CP activities implemented.
* Conduct interviews when needed with high-risk children for the purpose of Best Interest Assessment or Determination.
* Support the caseworkers in conducting home visits for beneficiaries.
* Conduct risk assessments when necessary for all the child protection and Case Management-related activities.
* Regularly update Aswan Field Manager and the Senior Child Protection Officer on progress, obstacles, and developments; and proactively suggest improvements to plans if necessary.
* Assists in carrying out any other necessary tasks in supporting the case management team.
Reporting and Documentation:
* Responsible for ensuring proper data gathering and data accuracy ensuring that the project Case Management database is regularly up to date. Regularly update the project Case Management Component tracker.
* Responsible for compiling concise quantitative and qualitative reports on a monthly and quarterly basis from other SCI CM teams.
* Regularly updating RAIS online database with all assessments conducted, assistance is given, and making referrals on the system.
Capacity Building:
* Assist in providing technical support to SCI and PNGOs caseworkers and support in capacity building for other PNGOs staff, volunteers, and external partners.

QUALIFICATIONS AND EXPERIENCE

Educational Background:
* Psychology, Sociology, Development, Political Science, related studies or relevant work experience.
Essential :
* Minimum ‎2-‎3 years of previous relevant experience in working with children in general and child protection including case management for refugees or migrants in particular;
* Excellent drafting, interpersonal, interviewing, and communication skills;
* Leadership experience at a similar job;
* Proficiency in Arabic and English, written and spoken is a must;
* Demonstrated ability to work with highly vulnerable groups;
* Awareness of the security context and political situation in Egypt for refugees;
* Able to work effectively within a team and/or individually;
* This is a field job; the candidate must be willing to work in the field effectively including where PNGOs are locate
* Well organized with strong time-management skills
* Ability to work under pressure
* Shares Save the Children's vision and values
Desirable:
* Previous experience working with NGOs and in refugee-related contexts.
