AVSEC Operations Controller

Job Purpose: Manage, plan and review/revise EK AOSP for complete compliance
and effective implementation across the network. Manage, review/revise,
implement and operationalize security standards and procedures in accordance
with the EK AOSP and thus in-turn National Civil Aviation Security Programme
of General Civil Aviation Authority of UAE, and other international aviation
security legislative requirements as per the NCASP of the respective country.
Job Outline - Investigate and determine the root cause of incidents that occur
at various stations, which are threats to aircraft, crew, customers, staff and
assets of the company. Accordingly recommend corrective measures so that such
incidents could be avoided. - Release Security Directive/Advisories in order
to protect the airline and its operations from unlawful interference towards
aircraft, passengers, staff and crew. - Evaluate disruptive/unruly passengers
including deportees/inadmissible passengers for being accepted to travel on
Emirates aircraft keeping in considering the safety and security of the flight
operations, crew, passengers and EK property. - Effective co-ordination
between all units of Group Security for proper compliance, effective
implementation, and execution of SOPs. - Liaise and co-ordinate with
appropriate Authorities, relevant agencies, and other such organisations to
keep up-to-date the activities and rulemaking in developing industry policies
and standards. Collect, analyse and disseminate security information based on
the expanding threats with other departments across EK as well as relevant
regulatory agencies as part of Crises Management and Emergency response. -
Risk Assessment & Threat Analysis - evaluate and advice management regarding
risks, threats, impact of terrorism, security unbalance, social disturbances
and political instability in parts of the world, especially those parts where
EK operates and business is conducted. This analysis and assessment is vital
to the company's plans to expand into new destinations or for operation
continuity. This also entails survey, periodic audits, inspections, test &
exercises network wide. - Advice departments locally and outstations regarding
security policies, rules and regulations. Guide security staff at outstations,
in case of emergency and / or urgency, from security point of view so that no
adverse accountability could be held against the company. - Handling of
proposals, quotations and agreements/contracts, SLAs for the purpose of
rendering security services to other International Air Carriers/third parties
on schedule or on non-schedule basis. To co-ordinate and liaise with Group
legal in order to review the security contracts, agreements, and MOUs with
third parties before executing them. - Develop and execute negotiations,
contracts/agreements to appoint security service providers/agencies at
outstations. Ensure that EK's contracted aviation security companies/agents at
outstations are conducting their services in compliance with EK Aviation
Security Programme and Manual, in order to protect Emirates from any legal
matters or liabilities.
Qualifications & Experience: Experience Security. Security (General): ‎5+ Years
Experience in Aviation Industry Qualifications Degree or Honours (‎12+‎3 or
equivalent) Knowledge/skills - In-depth knowledge of aviation security e.g.
Annex ‎17 of ICAO - IATA's security regulations, bomb detection and its
disposal training, extra ordinary security procedures and measures in case of
hijacks, accidents and bomb threats - Knowledge of the functioning of various
departments working airside as well as landside - Strong communication skills
both written and spoken - Should have report writing skills - Ability to
maintain close relations with various departments, air carriers, aviation
organisations/associations and government functionaries considering the
sensitive nature of the job - Have a flexible approach & rational thinking in
order to provide recommendations that are pragmatic in case of threat to
aircraft - Ability to work independently and take decisions when required -
Ability to take initiative when issues arise
