Material and Supply Chain Manager

Jazeera Airways is looking for an experienced professional for Material and
Supply Chain Manager to be based out of Kuwait who would be responsible for
managing the day-to-day activity of the Materials Department to ensure the
availability of material for supporting the aircraft maintenance, monitor and
control the inventory, coordinate with manufacturers and other airlines, with
regards to provisioning/ pooling and to negotiate and make contractual
agreements, which fall under Maintenance & Engineering Responsibility.
Responsibilities and Duties:
* Establish Materials Management Policy and Procedures, issuance of policy directive and instructions in respect of Materials Management
* Ensure compliance of company policy related to Materials function covered under SCM / CAMME requirement.
* Develop good network of vendors/other airlines to ensure the availability of material for supporting the aircraft maintenance in efficient manner.
* Direct process of purchasing, material planning, shipping and receiving inspection and ensure proper control system is made available.
* Control Jazeera Airways assets and maintain precise control of materials inventory and re inventory for account auditing.
* Arrange contract / agreements with pooling provider in coordination with Head of Engineering and Finance Manager.
* Control development and administering parts loan/ borrow program, including parts in coordination with Head of Engineering and Head of Maintenance.
* Arrange pool agreements with other carriers, parts borrowing procedures and controls, and loaned/borrowed material tracking system, analyze the benefit thereof.
* Coordination with manufacturer and Airbus for the initial provisioning and home base stock and ensure re- provisioning is done whenever change in the fleet.
* Implement policies and procedures outlined in the TPH.
* Keep detailed records, generate reports, and develop presentations to help management understand the logistics perspective.
* Assure that the aircraft material and supplies, are in compliance with Kuwait DGCA and relevant international Safety & Security requirement, tracking the repairable and rotable items and assure record accuracy.
* Control the classification of aircraft material and supplies into rotable, repairable, and consumable.
* Control & Monitor the stock of supplies, material, expendable spares by establishing and updating minimum stock levels and economic order levels for all stock items.
* Customs clearance at Kuwait for all the shipments arrived in to KWI Airport as well as Seaport.
* Ensure suppliers and subcontractors are evaluated periodically as per SCM evaluation approved procedures.
* Responsible for submitting accurately reporting capacity, performance and Ratings.

Requirements and Qualifications:
* Degree in Engineering or Supply Chain Management or Logistics or equivalent.
* A minimum of ‎12 years of experience in Materials/Procurement Management out of which a minimum of ‎5 years should be as a Materials and Supply Chain Manager/Procurement Manager in an Airline.
* Knowledge of EASA Part M, EASA Part ‎145 and KUWAIT DGCA regulations.
* Comprehensive knowledge, in respect to aircraft regulations and standards applicable to Jazeera fleet.
* Ability to manage logistics of all aspects of supply chain of aircraft parts.
* Understanding of accounting /finance and advanced knowledge of forecasting and budgeting processes;
* Extensive experience in the development, negotiation and implementation of Engineering contracts, including the management of large multi-national/global suppliers.
* Strong decision-making abilities, and effective problem solving and negotiations skills.
