OBJECTIVES OF THE PROGRAMME


Resource Mobilization is one of the priorities of the WHO Regional Director's
"Vision2023" for the Eastern Mediterranean Region (EMR) and is an integrated
part ofthe Department of Communication, Resource Mobilization and Partnership
(CRP). The Resource Mobilization programme's Strategic Objective is to Expand
EMRO's Resource Mobilization presence, contribution and scope of work to
better equip the organization to respond to the needs of EMR populations and
fulfil its mandate.The program's specific objectives are to: Identify regional
and country office funding needs, and coordinate with WHO/HQ. Approach,
establish and cultivate close and regular relationships with donors and
funding agencies, mapping and matching theirareas of interest with WHO
programmes.Support award management and project implementation, monitoring and
reporting. Interface with donors, partners and funding agencies transparently,
providing them with agreed information and updates and responding to their
queries and questions. Advise senior management to inform decision-making &
oversight of donor/partner portfolios.


DESCRIPTION OF DUTIES


‎1. Support the full cycle of resource mobilization across CRP, RO and WCOs
from forecasting and identifying opportunities, engagement, positioning,
project implementation, grant management,monitoring and reporting, risk
management and compliance, etc.
‎2. Conduct the required technical and financial analysis and insights on
donors in order to identify resource mobilization opportunities for decision
making and update resource mobilization strategy and planning, including
mapping, profiling of donors and analysing trends.
‎3. Conduct the required analysis of funding needs, trends, gaps, pipeline,
etc., as per the GPW13 and strategic priority areas, and develop
presentations, graphics, infographics, charts and reports for this purpose.
‎4. Proactively participate in building and maintaining regular partnerships
with donors and funding agencies; and matching their areas of interest to the
WHO GPW13 and Programmes.
‎5. Disseminate the required technical and financial analysis, reports,
briefing materials to donors/partners, and respond to their queries, needs and
requirements.
‎6. Support Grant management and backstop agreement clearance by tracking
requests, maintaining workflow, updating SOPs and checklist and assist in
obtaining the required clearances as needed.
‎7. Generate monthly reports on donor intelligence, resource mobilization and
grants for the region and country offices (to ensure donor requirements are
met) highlighting key donor intelligence,resource mobilization and grants
indicators.
‎8. Support implementation and capacity building on the Contributor Engagement
Management (CEM) System across the EMR.


REQUIRED QUALIFICATIONS


Education


Essential : First level university degree in finance, economics,
accounting, international relations, business administration, social sciences,
or other related fields.
Desirable : Specialized training in accounting, financial analysis or
project management.


Experience


Essential : A minimum of two years' experience in the area of donor
business intelligence and management, resource mobilization, financial
management, or grant management. Demonstrated experience in donors' proposal
writing and reporting.Experience in producing technical and financial analysis
reports, charts, presentations, dashboards, and developing databases.
Desirable : Prior working experience with WHO/UN and/or international
organizations.Prior working experience in the EMR.


Skills



  • Developed skills in donor business intelligence and management, and tools.

  • Developed skills in resource mobilization. Strong skills in technical and financial analysis.High proficient to present data using excel, PowerPoint and other tools and dashboards in an effective and efficient manner.

  • Strong Project Management and Monitoring skills.Demonstrated ability to work in complex multi-level international organizations and establish good and effective working relationships within and outside the organization.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎49,254 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1478 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
