OBJECTIVES OF THE PROGRAMME


The mission of WHO's HealthEmergencies Programme (The Programme) is to build
the capacity of Member Statesto manage health emergency risks and, when
national capacities are overwhelmed,to lead and coordinate the international
health response to contain outbreaksand to provide effective relief and
recovery to affected populations. Theobjectives of the Country Health
Emergency Preparedness & the InternationalHealth Regulations (‎2005) Unit (CPI)
include assessment, monitoring andevaluation of countries' core capacities for
International Health Regulations,coordination with IHR National Focal Points,
assessment and monitoring of MemberStates preparedness, readiness and core
capacity building for humanitarian andpublic health emergencies, support
country capacity building for IHR andinvolving an all-hazards approach at all
three levels of the Organization. TheCPI Unit prioritizes support to the most
vulnerable and low capacity countries.


DESCRIPTION OF DUTIES


Within the framework of the delegated authority, the incumbent is assigned all
or partof the following responsibilities:
* Articulate advocacy, awareness-raising and communications materials and capacity building for IHR National Focal Points and other relevant stakeholders for Points of Entry & border health preparedness.
* Ensure update of the various IHR relevant databases for Points of Entry & Border Health preparedness, and disseminate reports, including the IHR NFP database, Roster of experts' database.
* Support communications with the staff assigned to the National IHR Focal Point, including but not limited to notification and risk assessment of public health events of potential international concern; and encourage information-sharing on lessons learnt and facilitating the implementation of best practices.
* Coordinate with the IHR National Focal Points for collecting annual reports on IHR Implementation and compile and disseminate regional report on implementation of IHR.
* Support country JEE missions and other country-level technical assessments; and support developing a country profile of core capacities under the IHR following the analyses of the JEE, annual self-assessments, after action review and exercises for Points of Entry & Border Health preparedness.
* Support Countries to develop national plan of action to implement IHR capacities at Points of Entry and Border Health preparedness.
* Support the work of the IHR Regional Commission, organize annual meetings of the Commission and other regional bodies for Points of Entry & Border Health preparedness.
* Perform other related responsibilities, including replacing and/or backstopping.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in any discipline of health science
Desirable : Master's degree in public health and or training on
International Health Regulations and global health security.


Experience


Essential : At least ‎5 years of relevant experience in International
Health Regulations (IHR) related areas and their implementation at country
level, part of which at least ‎2 years in the UN system. Relevant experience in
IHR implementation and capacity development at Points of Entry, relevant
experience in border health preparedness.
Desirable : Experience in information management and emergency countries.


Skills


Management skills with ability to manage human and financial resources. Proven
organizational and analytical skills, together with excellent interpersonal
skills. Capacity to promote and implement collaboration and exchange with
partners, toward the implementation of best practices. Proven ability to write
technical documents in a clear and concise manner.

Essential : Expert knowledge of English.
Desirable : Intermediate knowledge of French. Intermediate knowledge of

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
