OBJECTIVES OF THE PROGRAMME


The Department of Business Operations (BOS) is responsible for providing
efficient and effective support services to all programmes and activities of
the organization in the Eastern Mediterranean Region (EMR) in respect of
budget and finance, human resources and talent management, administration,
procurement, information technology, security and staff health and well-being.
The safety and security section is responsible for providing timely, effective
and cost-efficient services to personnel, leadership and programmes.


DESCRIPTION OF DUTIES



  • Provide support in maintaining the safety and security of WHO personnel, premises and assets in compliance with UNDSS and WHO Security Management Policies and Principles, monitor the implementation of the technical security measures outlined in the Security Plan, Security Risk Management Measures (SRMM), and SOPs; ensure that the Regional Office, and warehouses have an acceptable level of SRMM compliance. Ensure that RSM is verified and advised where required. Ensure TRIP clearance are requested.

  • Contribute to monitoring the security situation; undertake security risk assessment for the Regional Office and report to the RFSO on any emerging security threats to WHO personnel, operations, premises and assets. Facilitate the implementation of recommended mitigating measures.

  • Provide a technical input in the development of SOPs and contingency plans for the Regional Office and country offices without a dedicated security officer, participate in implementing the enhanced security measures and ensure staff members are familiar and adhere with the related guidelines.

  • Ensure the implementation of an practical warden system, through training of all wardens and sending updated lists of staff, consultants, and dependents present at the duty station.

  • Arrange and compile materials for security trainings for EMRO personnel, provide briefings on security communication systems, security and evacuation procedures and other security issues and precautions.

  • Maintain updated security information, prepare weekly situation reports ensuring that the RFSO and Director BOS, as well as the UNDSS are kept regularly informed of security situation, drawing their attention to pitfalls, needs, unusual situations and problems, proposing recommendations.

  • Assist with the securing of regional office events, including with ad-hoc SRM's, coordination with UNDSS as well as host-country security forces.


REQUIRED QUALIFICATIONS


Education


Essential : First level university degree in police science, business
administration, political/social sciences, psychology or international
relations with focus on security management or equivalent in military or
police academy degree or training.


Experience


Essential : At least two years' experience in security management.
Experience in training and guiding personnel on security issues.
Desirable : Experience in field missions of WHO, the UN, health cluster
partners or recognized humanitarian organization would be an advantage.
Security management experience in developing countries would be an asset.


Skills



  • Demonstrated knowledge of security/risk management methods, combined with a background of military, police or other security specialization.

  • Demonstrated technical skills to understand/consolidate varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Excellent interpersonal skills and ability to work under pressure.

  • Proven ability to communicate effectively.

  • Tact, discretion, diplomacy and ability to promote consensus.

  • Good knowledge of UN field security operations and the specificities of the operations conducted within the framework of an outbreak and health emergencies.

REMUNERATION


Remuneration comprises an annual base salary starting at EGP ‎650,279 (subject
to mandatory deductions for pension contributions and health insurance, as
applicable) and ‎30 days of annual leave.
