ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the
specialized agency of the United Nations that promotes industrial development
for poverty reduction, inclusive globalization and environmental
sustainability. The mission of UNIDO, as described in the Lima Declaration
adopted at the fifteenth session of the UNIDO General Conference in 2013 as
well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO
General Conference in 2019, is to promote and accelerate inclusive and
sustainable industrial development (ISID) in Member States. The relevance of
ISID as an integrated approach to all three pillars of sustainable development
is recognized by the 2030 Agenda for Sustainable Development and the related
Sustainable Development Goals (SDGs), which will frame United Nations and
country efforts towards sustainable development. UNIDO 's mandate is fully
recognized in SDG-9, which calls to "Build resilient infrastructure, promote
inclusive and sustainable industrialization and foster innovation". The
relevance of ISID, however, applies in greater or lesser extent to all SDGs.
Accordingly, the Organization's programmatic focus is structured in four
strategic priorities: Creating shared prosperity; Advancing economic
competitiveness; Safeguarding the environment; and Strengthening knowledge and
institutions.
Each of these programmatic fields of activity contains a number of individual
programmes, which are implemented in a holistic manner to achieve effective
outcomes and impacts through UNIDO's four enabling functions: (i) technical
cooperation; (ii) analytical and research functions and policy advisory
services; (iii) normative functions and standards and quality-related
activities; and (iv) convening and partnerships for knowledge transfer,
networking and industrial cooperation. Such core functions are carried out in
Departments/Offices in its Headquarters, Regional Offices and Hubs and Country
Offices.
The Directorate of SDG Innovation and Economic Transformation (IET) houses the
Divisions of Coordination and Integration Support (IET/CIS), Quality, Impact
and Accountability (IET/QUA), Agribusiness and Infrastructure Development
(IET/AGR), Innovative Finance and International Financial Institutions
(IET/IFI), Fair Production, Sustainability Standards and Trade (IET/PST),
Public-Private Partnerships (PPP), and Climate and Technology Partnerships
(CTP).
The Directorate also ensures close coordination and collaboration among the
Divisions and relevant entities in the Directorate of Global Partnerships and
External Relations (GLO) and the Directorate of Technical Cooperation and
Sustainable Industrial Development (TCS).
The Division of Agribusiness and Infrastructure Development provides technical
cooperation services to assist the modernization of agriculture and
agroindustry, especially in less-developed countries, ensuring that
enterprises add value to primary agricultural production, substitute the
imports of food and other value-added agricultural products, and participate
effectively in local, regional and global value chains. Where needed, it will
develop infrastructure and agroindustrial parks and capacities for agro-
industrialization, value addition, quality assurance and food safety. It will
also bring innovative approaches to Member States to fully benefit from
carbon-neutral and biodiversityenhancing agricultural and agro-industrial
production and development opportunities in the green and blue bioeconomy
The Food Security and Food Systems Unit (IET/AGR/FSS) promotes the development
of food industries and food value chains and the production of local food
products in less-developed countries to end hunger and ensure food and
nutrition security while generating income and employment adhering to
principles of sustainable industrial development. It provides a range of
technical assistance services that allow food enterprises - including in the
informal sector and especially SMEs - to extend their production, improve
their products, comply with quality and other standards, become more
competitive and deliver adequate and nutritious food to local populations and
for export. Where opportune, it also promotes the development of food safety
compliance infrastructure and building related food safety systems capacities
PROJECT CONTEXT
" Building AIDMO capacity in the context of Sustainable Development Goals

Founded in 1968, the Arab Industrial Development and Mining Organization
(AIDMO) is one of the largest technical organizations currently operating
under the umbrella of the League of Arab States. With the aim to promote
industrial development in the Arab region, the organization has substantially
grown in its mandate and currently follows the industrial development strategy
adopted during the Arab Summit of 2005 held in Algeria. By hosting the Arab
Standards Centre, AIDMO is in charge of the regional activities on standards
and Quality Infrastructure and acts as the coordinating regional body between
all standards institutes in the region.
To fulfil its planned objectives of trade facilitation between member states,
AIDMO embarked on an ambitious project of harmonization of standards,
conformity assessment, accreditation and metrology infrastructures in the
Member States. AIDMO initiated programme identification through a request to
the Swedish International Development Agency (Sida) for assistance. AIDMO knew
Sida due to its long history in training regional experts in fields related to
QI in cooperation with the Swedish Board for Accreditation and Conformity
Assessment (SWEDAC). Sida suggested AIDMO to explore the option of cooperating
with UNIDO. Following Sida's agreement in principle to provide funding, a
technical assistance project was jointly designed by UNIDO and AIDMO to
support the implementation of the Arab Standardization Strategy (2009 - 2013).
This first project witnessed the establishment of the Arab Accreditation
Cooperation (ARAC) which achieved important key milestones over the past years
with 17 member countries becoming its members. Furthermore, the project
developed an innovative module on Good Governance and Professional Practices
through the development of Regional Arab Guidelines on Good Governance and
capacity building activities. In May 2014, a final independent evaluation was
conducted to provide all the partners (AIDMO, UNIDO, Sida) with an assessment
of project quality. The approach applied was found to be satisfactory
responding to AIDMO's core objectives and in line with its needs and
priorities. A clear recommendation was made on the need to expand the
implementation through a new project in order to capitalise and expand the
successful results both at regional and national level.
Due to the delay in launching this intervention, specific set of activities
were supported under the Arab Food Safety Initiative for Trade Facilitation
(SAFE) project with the aim of bridging the support to ARAC and ensure the
finalisation of the international recognition process, in October 2017, ARAC
has been officially recognised as a regional accreditation cooperation body by
ILAC & IAF. The broader objective of the second phase of the project is to
facilitate regional trade & integration, enhance health & safety, protect the
environment, and provide consumer protection through strengthening the
regional coordination on implementing cooperation in accreditation.
The specific objective of the second phase of the project is to ensure an
effective and internationally recognized regional cooperation on accreditation
as key driving force for regional trade integration.
The project is designed to ensure the achievement of the following two main
outputs:

coordination with the Regional Programme Officer and PMU team leader the
National Communication and Visibility Expert will perform the following main
activities:

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in communication, journalism,
public/media relations, international relations or other relevant discipline
required.
In the absence of an advanced university degree, a relevant first level
degree combined with substantive years of practical experience in the required
field, will be accepted in lieu of the advanced degree.
Technical and Functional Experience:
Languages: Fluency in written and spoken English and Arabic is
required. Fluency and/or working knowledge of another UN language is an
asset.
