PROGRAM BACKGROUND
Saving Lives and Livelihoods (SLL) is an Africa-wide partnership between
MasterCard Foundation, the Africa CDC, all African Union (AU) Member States
and a number of Africa-based implementing partners, including Project HOPE
Namibia (PHN). SLL aims to increase African Union (AU) Member States' COVID-‎19
vaccination capacity by helping to establish new or bolster existing COVID-‎19
Vaccination Centers (CVCs) in African countries, thereby achieving ‎60%
vaccination coverage among eligible populations. Project HOPE Namibia (PHN)'s
North Africa Saving Lives and Livelihoods (NASLL) project component supports
the provision of training, additional health workers and supplies to operate
fixed CVCs and mobile outreach vaccination teams. PHN and its partners will
work with MoHs and existing CVC managers to create surge staffing plans for
each CVC and mobile outreach team, train health worker cadres of and in, the
process, boost national EPI (Expanded Program of Immunization)'s capabilities
to administer vaccines while ensuring adequate data collection, monitoring,
tracking, information systems (including electronic health information
systems) as well as the necessary tools for data collection, analysis and
reporting are in place. NASLL' s ‎3-year project agreement was signed 1st
October ‎2022 and provides funding of approximately USD ‎17.9 million over the
life of the project. The NASLL's Project Management Unit (PMU) is based in
Cairo, Egypt, with remote participation by key staff from PHN's Windhoek,
Namibia, HQ office. Under the supervision and guidance by the PHN's NASLL PMU,
various configurations of country-level staff and local civil society
partnerships are being engaged in the Northern African countries targeted by
the NASLL project".
JOB SUMMARY
The Communications Specialist will be responsible for the development of
advocacy, communications and visibility materials for all PHN programs as well
as the public relations aspect of the organization. The Communications
Specialist will lead the development/adaptation and implementation of
evidence-based advocacy and communications material to promote the goals and
objectives of PHN's North Africa Saving Lives and Livelihoods (NASLL) project.
. Moreover, s/he is expected to use various communication approaches to share
the important work that Project HOPE is doing in Africa (particularly in the ‎7
NASLL target countries) and elsewhere order to achieve better health and
social outcomes. Builds and sustains Project HOPE's reputation for excellence,
openness, partnership and accountability, while also ensuring suitable
visibility that recognizes and celebrates PHN's donors (the Africa Centers for
Disease Control, or Africa CDC, and the Mastercard Foundation) and other
international and national partners. Writes and delivers press releases and
handles all communication sent to the public. Writes and delivers project
related success stories as well as contribute key substantive and editorial
inputs to PHNs regular and ad-hoc reporting and and expected NASLL
publications. Coordinates and organizes site visits for the donor, the media
and other stakeholders.
SPECIFIC RESPONSIBILITIES:
‎1. Develop the PHN NASLL advocacy and communication strategy and set initial
communication objectives for PHN.
‎2. Obtain from NASLL and other partners all the necessary formative research
that helps PHN to understand the attitudes, beliefs, motivations, aspirations,
fears, behaviours, and preferences of key NASLL project stakeholders as well
as program beneficiaries.
‎3. Lead the development of program specific as well as organization-level
communication strategy including:
* Translation of formative research into insights
* Development and finalization of target audience profiles
* Refining the communications objectives
* Creating a responsive advocacy and communication strategy with a focus/consideration on the following key components:
o Audience (Who is the audience? What do they value? What influences them?)
o Problem statement (What is the core problem PHN and its programs are trying
to address?)
o Strategic idea (What is the most powerful thought or idea that addresses
this problem?)
o The support (What reasons can PHN give the target audience to support their
belief in the strategic idea?)
o Considerations (Is there anything else PHN need to keep in mind when
communicating with this audience?)
o Channels (What are the best ways or places to engage with this audience?)
o Tips (What recommended approaches can PHN keep in mind when localizing the
demand creation strategy for this audience?)
‎4. Oversee the implementation of the organizations advocacy and communication
strategy in collaboration with PHN's NASLL Project Director, other PHN senior
staff as well as partners and the media, including coordinating and
collaborating closely with other relevant technical teams on specific NASLL
project communications issues and needs.
‎5. Provide regular and scheduled updates to the PHN NASLL Project Director on
the implementation of planned advocacy and communications activities.
‎6. Participate in scheduled program meetings at national and regional level
to keep abreast of program implementation and to identify opportunities for
advocacy, communications or public relations. ‎7. Develop and implement an
overall organizational advocacy communication monitoring plan. This includes
adaptation/creation of indicators and development of a data collection plan to
monitor the implementation of the advocacy and communication strategy.
‎8. In collaboration with Project HOPE Namibia (PHN) staff, , donors and other
key stakeholder, identify and develop success stories, blogs, vlogs, social
media posts, podcasts, interviews, news briefs, various radio and TV
interviews and shows.
‎9. Review and edit project reports for submission to donors and key
stakeholders.
‎10. Support development of abstracts for submission to local and
international conferences.
‎11. Ensure compliance with Project HOPE Namibia donors and key stakeholders
branding and marking guidelines for all NASLL project staff, assets and
operations.
‎12. Organize, coordinate and conduct field events, visits and attend
conferences as requested to document, photograph and/or film activities and
achievements.
‎13. Work in close collaboration with PHN partner organizations to harmonize
documentation efforts consistent with overall strategic advocacy and
communication plan
‎14. Work closely with the Human Resources Unit and lead the development and
dissemination of PHN quarterly staff newsletter and
‎15. Serve as the principal liaison with PHN's other advocacy and
communications staff and activities in Africa and elsewhere.
‎16. Serve as PHN focal person for donor and host government communications
related matters.
‎17. Work closely with PHN IT team to establish, organize, update and maintain
PHN's shared drive and ensure access by all staff.
‎18. Ensure success stories and other documentations are uploaded to Project
HOPE's DevResults database system
‎19. Perform any other duties as assigned by the direct line manager


MINIMUM EDUCATION AND EXPERIENCE REQUIRED :
‎1. Master's Degree is required, preferably in Behaviour Change,
Communications for Development, Marketing, Social Science, Public Health or
related field
‎2. Five or more years of relevant work experience in in designing, planning,
and implementing behaviour change and communications (BCC) efforts and/or
public relations, including communication campaigns and trainings, preferably
in health-related programs, projects or initiatives in Africa
‎3. Proven abilities to set priorities, to multi-task, and to work
collaboratively across technical disciplines
‎4. Experience in Human-Centered Design approach will be an added advantage
‎5. Working knowledge of international health and development preferred
‎6. Working knowledge of local media environment (print audio and visual),
government protocols and working with the private sector
‎7. Demonstrated excellence in oral and written communication in English and
Arabic. Similar competency in French language is desirable.
‎8. Solid computer skills to include proficiency using email, word processing
and spread sheet applications, preferably Microsoft Office, data-bases, multi-
media and desktop publishing software
‎9. Track record of strong commitment to sharing knowledge, documenting
experience and supporting creative initiatives
‎10. Strong meeting planning and management skills, relationship-building as
well as effective advocacy and communication skills
‎11. Ability to work effectively and harmoniously in a multi-cultural, multi-
disciplinary team settings with strong interpersonal skills
‎12. Self-starter requiring minimal supervision to implement and accomplish
tasks in a time-sensitive, high-pressure environment, and meet competing
deadlines.
