Project Description:*
The Women's Economic and Social Empowerment Program is designed to
engage, leverage, and partner with the private sector as well as public social
service initiatives to encourage women's participation in the workforce;
generate demand for financial services; promote tailored, market-based
solutions to women's economic empowerment; and strengthen GBV prevention and
response such that women become more economically and socially resilient.
The Women's Economic and Social Empowerment Program activities integrate,
mutually reinforcing private and public sector-led approaches that aim to
change power relationships, transform structures, and build agency to
effect results along critical change pathways. The program interventions are
designed to lead women in priority governorates feeling safe, valued, and
empowered at work; motivated and able to embrace financial autonomy; and
respected and free from violence in their homes, communities, and workplaces.
The program works closely with market-based partners to develop, lead,
scale, sustain, and champion innovative solutions, recognizing the economic
AND social benefits of gender-inclusive, empowering policies and practices.
*Job Summary:
The MEL Advisor will support MEL Director to oversee all MEL functions and the
strategic direction of the Women 's Economic and Social Empowerment Program.
H/She will Provide technical assistance to the MEL team to ensure the
development of a robust MEL system. In parallel, ensuring strong collaboration
between representatives of the MEL team and technical staff/experts to ensure
that data informs decision making and adaptation of activity approaches. The
MEL Advisor will ensure MEL activities are compatible with global best
practices and Pathfinder standards, serve the Activity's commitments to USAID,
adhere to GOE policies, and are tailored to key decisions to expand and
improve the effectiveness of Pathfinder programming. S/He will take the lead
in the determination, definition, and means of collection for indicators and
key project data and helping shape the evaluation approach. S/He will play a
key role in developing the MEL approach, including the protocol, overseeing
the development of the instruments, consent forms, etc., analyzing and
synthesizing findings.

Primary Responsibilities and Duties:
* In coordination with the Technical Team, develop the Women's Economic and Social Empowerment Program MEL plan and reports in accordance with USAID MEL guidelines and best practices.
* Develop and implement the Women's Economic and Social Empowerment Program MEL standard procedures for monitoring and evaluating, including DHIS2 and other data systems' standards and guidelines
* Develop MEL plans, including appropriate selection of final Women's Economic and Social Empowerment Program indicators and data sources, and teamwork plans to ensure effective implementation of the Women's Economic and Social Empowerment Program
* Partners with MEL staff to develop and implement monitoring and evaluation guidelines, procedure manuals, and data management guidelines for the Women's Economic and Social Empowerment Program
* Conceptualize, develop and implement an appropriate system for collecting monitoring and evaluation data to enable the Women's Economic and Social Empowerment Program to report to stakeholders, to regularly review and use data to track progress against goals, to improve the quality of the interventions, and to feed data analytics into technical publications.
* Create and adapt data collection tools, including but not limited to monitoring tools and forms, survey questionnaires, key informant interview guides, Private Sector and NGOs assessment tools, and supporting training materials.
* Train and mentor the Women's Economic and Social Empowerment Program staff to design and/or oversee implementation of data collection tools.
* Ensure that data are complete and comply with data quality and compliance standards and guidelines.
* Maintain, manage, and/or review the Women's Economic and Social Empowerment Program MEL database
* Generate or contribute to communications products or reports for use by the Women's Economic and Social Empowerment Program, this might include infographics of analyzed data.
* Design, develop and deliver relevant training to the Women's Economic and Social Empowerment Program staff and partners.
* Create Women's Economic and Social Empowerment Program status reports, contribute to quarterly and annual progress reports to USAID, and support writing and preparation of conference presentations and publications (as needed).
Required Qualifications:
* Bachelor's degree (or equivalent) in demography, epidemiology, statistics, social sciences, evaluation or a related field, or a combination of education and experience that yields the required competencies. A Master's degree is preferred.
* Minimum of 7 years of progressively responsible experience in MEL development projects or equivalent.
* Experience in previous USAID or international project-related positions is highly preferred.
* Language Proficiency: Level IV (fluent) oral and written English and level IV (fluent) oral and written Arabic.
Knowledge, Skills, and Abilities:
* Skill in both verbal and written communication.
* Skill in organizing and coordinating.
* Skills in developing infographics
* Skill in establishing and maintaining effective working relationships.
* Skill in planning and implementing communications programs.
* Skill in methods, techniques, and practices of graphic design and desktop publishing.
* Skill in the use of personal computers and related software applications, MS Excel is a Must.
* Deep skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.
* Advanced knowledge in data integrity and collection methods.
* Advanced knowledge and ability to apply quantitative and qualitative research methods.
* Proven ability to apply statistical software applications (SPSS, STATA, R, and/or other relevant software).
* Advanced knowledge in deploying and using data visualization applications (power bi &/or Tablue)
Effort, Reporting, and Other Administrative Requirements:
The MEL Advisor is a full-time position that reports to the MEL Director who
will coordinate with the MEL Advisor, on all programmatic aspects of his/her
employment, including but not limited to job description, duties,
qualifications, and working environment, and performance. The MEL Advisor will
be based in Cairo, Egypt.
Working environment:
This position will interact with the Women 's Economic and Social Empowerment
Program team, Women's Economic and Social Empowerment Program partners, GOE
counterparts, and stakeholders. Required to travel to various locations within
Egypt, specifically the Women's Economic and Social Empowerment Program
-defined governorates.
