OBJECTIVES OF THE PROGRAMME


Within the framework of Universal Health Coverage (UHC), the objective of the
HIV, hepatitis and sexually transmitted infections (STI) Unit (HAS) in WHO
Regional Office for the Eastern Mediterranean Region (EMRO) is to assist
Member States in strengthening the health sector to achieving the Sustainable
Development Goal ‎3 (SDG3), with the ambitious target to end AIDS and combat
viral hepatitis by ‎2030. For this purpose, Member States are supported to
develop appropriate policies and strategies and effective organization and
operation of comprehensive programs for HIV, hepatitis and STI prevention and
control.HIV, hepatitis and STI Global Health Sector Strategies guide country
responses towards theachievement of goals. Achievements in HIV, hepatitis and
STI prevention, diagnosis andtreatment are insufficient in most countries of
the EMR. Achieving global goals will require strengthening national responses
to scale-up evidence-based, human rights-rooted integrated services. WHO also
need to support member states in planning, managing, implementing,monitoring
and evaluation of HIV, hepatitis and STI programmes.Within the framework of
WHO 13th Global Programme of Work and the Eastern Mediterranean Region's
strategic vision, the mission of the HIV, hepatitis and STIs unit (HAS) is to
end the AIDS, Hepatitis and STI epidemics by ‎2030.HAS works towards improving
access to prevention, diagnosis and treatment interventions for those affected
by HIV, hepatitis and STIs. Key areas of work include strengthening data for
evidence-informed decision making, promoting evidence-based interventions,
strengthening people-centered service delivery, and promoting an enabling
environment and country ownership. HAS works closely with national
governments, academic institutions, civil society, United Nations and other
international partner organizations to.


DESCRIPTION OF DUTIES


The incumbent will perform the following duties:‎1. Provide technical guidance
to the Member States in introducing and scaling-up evidence based HIV,
hepatitis and STI prevention, diagnosis and treatment services in line with
WHO guidance and strategies and as part of UHC country plans;‎2. Manage country
requests for technical assistance in HIV, hepatitis and STIs, andcoordinate
with other HAS team members to identify recommendations, follow up actions and
follow-through their implementation;‎3. Promote integrated and client-centered
HIV, hepatitis and STI services and provide technical advice and expertise to
national programmes in developing and implementing the appropriate guidelines
and service delivery models;‎4. Mobilize and guide civil society organizations
and promote their role in scaling up services for key populations;‎5. Provide
expertise to Member States in resource mobilization from the Global Fund to
fight HIV, TB and Malaria as well as from other sources where appropriate;‎6.
Collaborate with the necessary units and departments within WHO to provide
technical updates and ensure one WHO-integrated approach;‎7. Develop innovative
approaches to ensure access of essential services to people affected by crisis
or complex operating environment;‎8. Conduct capacity building to national AIDS
and hepatitis programmes, CSOs and other partners, in coordination with the
relevant focal points in HQ;‎9. Liaise with other agencies and sectors,
including the Joint United Nations Programme on HIV/AIDS (UNAIDS), IOM and the
Global Fund, as well as with civil society organizations, academia and other
sectors as appropriate to coordinate realization of programme objectives and
scale up diagnosis and treatment services.


REQUIRED QUALIFICATIONS


Education


Essential : Master's degree in medicine
Desirable : Relevant training in HIV, hepatitis or STI programme
management or strategic planning Master in Public Health


Experience


Essential : At least ‎7 years of work experience in the field of clinical
and public health programmemanagement and implementation, of which at least ‎2
years of international experience in HIV, hepatitis or STI programmes
Desirable : Relevant work experience in WHO, other UN agencies or
international health partners


Skills


Demonstrated knowledge, and professional skills on the public health aspects
of infectious disease control, surveillance and programmme monitoring and
evaluation; ability to process and analyze and interpret data and demonstrable
skills in the use of data spreadsheets and databases.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎75,602 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎2268 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
