OBJECTIVES OF THE PROGRAMME


The department of UHC communicable diseases assist WHO Member States of the
Eastern Mediterranean Region to reach the communicable diseases related
targets of the Sustainable Development Goals (SDGs) through a PHC for UHC
approach. The scope of the department includes HIV, TB, Malaria, NTDs,
immunization, anti-microbial resistance, and public health laboratories.


DESCRIPTION OF DUTIES



  • Coordinate and provides senior technical leadership in establishing new approaches, evidence-based policies and strategies, surveillance, and capacity building initiatives for implementation across the Region and Country Office programmes in HTM and NTDs.

  • Provide senior level health technical expertise and advice to the Director and Senior Management in the area of HTM and NTDs on the development and establishment of new health strategies and policies for implementation into and/or the monitoring and evaluation of national and global policies.

  • Ensure effective coordination, management, and accountability of the programme area in delivering its objectives through efficient managing a diverse team of technical experts, financial resources and effective work plan coordination to optimize the programme's deliverables in line with the mandate of the Organization.

  • Ensure the coordination and management of the monitoring and evaluation and reporting of the Department's work for HTM and NTDs, including key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables.

  • Serve as the scientific/technical reference among UN Agencies and the peer community for HTM and NTDs.

  • Build technical partnerships with other UN Agencies, donors, GFATM, research institutions and other stakeholders in HTM and NTDs to position the technical area of work and implementation into respective policies.

  • Promote a health system, cross cutting approach to HTM and NTDs within the broader perspective of communicable diseases, including immunization, anti-microbial resistance, cross programmatic efficiencies, sustainability, transition, and integration as per the mandate of the Regional Committee resolution EM/RC69/R.‎3 on accelerating the prevention, control and elimination of communicable diseases through integration: optimizing support from Gavi and the Global Fund.

  • Represent the programme area of work in global fora and capacity building activities.
    Specific duties

  • Coordinate the technical support to Member States throughout the funding cycles of GFATM and other donors such as Gavi Alliance, including programme reviews, funding request, grant making, implementation, monitoring and evaluation.

  • Participate in the three-level policy dialogue with GFATM and other donors such as the Gavi Alliance to optimize collaborations.

  • Facilitate cross cutting collaboration within the department, including for strategic information, laboratory, AMR and service delivery.


REQUIRED QUALIFICATIONS


Education


Essential : Master's degree in medicine, public health, pharmacy or
veterinary sciences.
Desirable : A PhD or doctorate in one of the above-mentioned fields.


Experience


Essential : A minimum of ‎15 years of professional experience in the
management of HIV, TB, malaria, and NTDs including experience providing senior
level advice and guidance to Senior Management/Decision makers, managing human
and financial resources, as well as experience in the area of developing and
establishing policies and strategies. Demonstrated experience at the
international level.
Desirable : Experience working with the Global Health Initiatives (e.g.,
GFATM, Gavi) or the World Bank Experience in a diversity of programmes and
fields

Strong skills in the area of developing and establishing polices and
strategies.
Excellent skills and ability in managing diverse teams and financial
resources.
Strong understanding and skills in mobilizing resources.
Ability to engage, build consensus and communicate effectively and
diplomatically with Member States, partners and media.

Globally respected level of technical expertise and knowledge in HTM and NTDs.
Proven leadership skills in the planning and coordination of multidisciplinary
public health programmes, which may include the implementation of a public
health/disease control programmes.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎106,023 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎2456 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
