OBJECTIVES OF THE PROGRAMME


The World Health Organization's (WHO), 13th General Programme of Work (GPW ‎13)
promotes Universal Health Coverage (UHC), better health and well-being, and
meets the needs of those living in humanitarian settings, i.e. all three of
WHO's strategic priorities. The Eastern Mediterranean Vision also promotes
"Health for All by All" through several interventions including addressing the
Social and other Determinants of Health (SDH) and community participation
aiming to improve intersectoral action for health and well-being and promoting
peace as a determinant of health. Community-based initiatives will strengthen
and integrate community roles into public health systems to achieve the EM
vision "health for all by all" through community empowerment, building
partnerships, promoting intra and intersectoral collaboration and establishing
healthy settings (cities, villages, schools, workplaces, markets, etc) and
enhancing community participation and volunteerism as an integral part of
public health system for promoting health and wellbeing. In line with the
vision, this programme will focus on both the determinants of health and
community empowerment in health development interventions and the volunteerism
approach at all levels of care. Building capacities and scaling up actions to
mainstream community engagement in WHO programmes and national health
programmes to improve health and wellbeing through promoting healthy settings
for achieving better quality of life that is in line with Sustainable
Development Goals (SDGs). All the Community-based Initiatives have the common
objective of achieving "health for all by all" through developing communities'
capacities and promoting community participation as a key player in health and
wellbeing.


DESCRIPTION OF DUTIES


The incumbent will perform the following duties: Promote community engagement
in health promotion and services delivery including the community-based
interventions (Community Health Workers and Volunteers).Identify strengths,
weaknesses and gaps; design interventions to address weakness and gaps e.g.
training/capacity building, supervision, tools, etc.Coordinate and monitor
implementation of healthy settings as multisectoral platforms for addressing
social determinants of health (SDH) including Healthy Cities/villages, health
promoting educational institutions and healthy workplaces.Advocate for and
develop frameworks to operationalize the Global health for Peace
Initiative.Develop advocacy tools to promote healthy settings and community
engagement as multisectoral platforms for addressing SDH.Provide technical
insight on Eastern Mediterranean Regional Healthy Cities Network.Establish and
maintain networking and partnerships with relevant focal points (academia,
donors, UN agencies and NGOs) in countries of the Region. Enhance the exchange
of experiences and regular update of websites and relevant data platforms to
ensure timely dissemination of information in the Region.


REQUIRED QUALIFICATIONS


Education


Essential : University Degree in Public Health or health promotion or
health education or social sciences, or development.
Desirable : Master's degree in Global Health, or health promotion or
Development.Training in global health, development, community health
programming, health promotion and implementation, monitoring of social
determinants of health.


Experience


Essential : At least ‎5 years of relevant experience, with proven
international exposure, in health promotion and related work including social
determinants of health, health for peace and community-based interventions.
Desirable : Regional experience working with a UN agency in a relevant
field.


Skills


Demonstrated conceptual knowledge of, community engagement, intersectoral
collaboration and healthy settings for health and wellbeing.Knowledge and
understanding of health for peace approaches and the importance of peace as a
determinant of health. Ability to promote multidisciplinary approaches using
the determinants of health to promote whole of government and whole of society
approaches Proven training on communication and presentation skills; data
collection analysis, presentations and report writing.Strong interpersonal
skills with the ability to build, sustain partnerships across a wider spectrum
of partners and Member states.

Essential : Expert knowledge of English.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎62,692 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1881 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
