Background
Saving Lives and Livelihoods (SLL) is an Africa-wide partnership between
MasterCard Foundation, the Africa CDC, all African Union (AU) Member States
and a number of Africa-based implementing partners, including Project HOPE
Namibia (PHN). SLL aims to increase African Union (AU) Member States' COVID-19
vaccination capacity by helping to establish new or bolster existing COVID-19
Vaccination Centers (CVCs) in African countries, thereby achieving 60%
vaccination coverage among eligible populations. Project HOPE Namibia (PHN)'s
North Africa Saving Lives and Livelihoods (NASLL) project component supports
the provision of training, additional health workers and supplies to operate
fixed CVCs and mobile outreach vaccination teams. PHN and its partners will
work with MoHs and existing CVC managers to create surge staffing plans for
each CVC and mobile outreach team, train health worker cadres of and in, the
process, boost national EPI (Expanded Program of Immunization)'s capabilities
to administer vaccines while ensuring adequate data collection, monitoring,
tracking, information systems (including electronic health information
systems) as well as the necessary tools for data collection, analysis and
reporting are in place. NASLL's three-year project agreement was signed 1st
October 2022 and provides funding of approximately USD 17.9 million over the
life of the project. The NASLL's Project Management Unit (PMU) is based in
Cairo, Egypt, with remote participation by key staff from PHN's Windhoek,
Namibia, HQ office. Under the supervision and guidance by the PHN's NASLL PMU,
various configurations of country-level staff and local civil society
partnerships are being engaged in the Northern African countries targeted by
the NASLL project.
DUTIES AND RESPONSIBILITIES
JOB SUMMARY

Under the direct supervision of the NASLL Project Director and the technical
guidance from the SI and M&E Director based in Windhoek, the Monitoring and
Evaluation Advisor is responsible for designing and implementing the
organization's monitoring and evaluation framework and information system to
track delivery against all programs' targets, outcomes, and impacts. He/she
will lead the analysis of data collected to assess progress and areas of
improvement, and overall data management. He/she will guide reporting
processes amongst sub-partners and technical staff and consolidate program
reports. He/she will promote learning and knowledge sharing of the best
practices and lessons learned.
PRINCIPLE RESPONSIBILITIES:
Technical Responsibilities:
1. Assist with the development and updating of the Project Performance
Management Plan for each NA SLL Country Project, including decisions on and
definition of key indicators, targets, and systems for measurements;
2. Lead the development, design, and modification of data collection and
reporting tools as per standardized programmatic approaches;
3. Ensure adherence to established work plans and donor guidelines,
standards, policies, and priorities;
4. Collect, aggregate, analyze, and prepare data for reporting to PHN Head
Quarters and donors on a weekly, monthly, quarterly, and annual basis,
ensuring timely submission of reports;
5. Assist Ministry of Health M&E officials and PHN's sub-partners in all
NASLL target locations in developing robust M&E and Continuous Quality
Improvement systems that will allow accountability for programming to PHN and
the donor;
6. Design the overall measurements systems for the project to include outcome
measures at the end of the project;
7. Provide updated technical information to Ministries of Health and sub-
partners as it becomes available;
8. Design practical training courses for various target audiences in the
implementation of PHN programs, monitor and evaluate the use of M&E data and
report progress to key stakeholders;
9. Leads the overall implementation and management of the electronic data
capturing system (DHIS II) of Project HOPE Namibia (PHN)
10. Respond to requests from Ministries of Health, sub-partners, and other
stakeholders for information and technical assistance on monitoring and
evaluation and research activities;
11. Contribute to the planning, development, and implementation of data
systems, products, and services to integrate national data collection systems
and ensure data quality, security utilization, and harmonization; and
12. Participate in the development and implementation of the operational
research, including the dissemination of findings.
Manage rial Responsibilities:
l. Organise and coordinate regular weekly, monthly, and quarterly review
meetings for all countries NASLL under the technical guidance by the SI and
M&E Director based in Windhoek, Namibia, and the NASLL Project Director based
in Cairo, Egypt.;
2. Regularly monitor and technically support PHN North Africa Countries QI/QM
teams under the technical guidance of the SI and M&E Director based in
Windhoek and the NASLL Project Director based in Cairo, Egypt
3. Provide training and mentoring support to partners and staff to ensure the
implementation of robust M&E systems under the technical guidance of the SI
and M&E Director based in Windhoek and the NASLL Project Director based in
Cairo, Egypt;
4. Provide managerial support and mentorship to M&E Officers and other PHN
staff and sub-awardees where appropriate under the technical guidance of the
SI and M&E Director based in Windhoek and the NASLL Project Director based in
Cairo, Egypt;
5. In collaboration with the M&E officer, conduct monthly continuous quality
improvement and reporting and data quality assurance visits to sub-awardees
under the technical guidance of the SI and M&E Director based in Windhoek and
the NASLL Project Director based in Cairo, Egypt.
6. Facilitate informal training sessions to ensure in-house staff and partner
staff are up-to-date with monitoring and evaluation, mentorship and
supervision standards and protocols under the technical guidance of the SI and
M&E Director based in Windhoek and the NASLL Project Director based in Cairo,
Egypt.;
7. Conduct regular field visits/ supportive supervision visits to all program
sites (including sub-awardees) in line with the donor's quality assurance and
quality improvement requirements and verification activities under the
technical guidance of the SI and M&E Director based in Windhoek and the NASLL
Project Director based in Cairo, Egypt.
8. Represent the organization at relevant when requested; and
9. Perform other reasonable duties as assigned by senior management under the
technical guidance of the SI and M&E Director based in Windhoek and the NASLL
Project Director based in Cairo, Egypt.
Minimum Educational and Experience Requirements
1. Master's degree in public health, statistics, or monitoring and evaluation
or equivalent qualification;
2. Master's degree in epidemiology or public health will be an advantage;
3. Minimum 10 years of program management/technical and professional
experience, specifically in planning and management of Health or vaccine-
related M&E programs / technical experience in the design of tools and
implementation of M&E programs in the field of Health and or related social
development fields;
4. Demonstrate experience in setting up and managing M&E systems that track
performance as per the objectives (e.g., service integration and performance
against each result area);
5. Knowledge and experience in M&E Systems of donor agencies such as Africa
CDC, USAID, US CDC, Global Funds, UNICEF, WHO, and GAVI is required;
6. Proven ICT Skills in Microsoft Office and Database management on at least
one of the following,
Excel, EPI info, SPSS, SAS, STATA, and a web-based database. Good research and
analytical skills;
7. Good communication and interpersonal skills, a team player, able to work
under minimum supervision in a fast-paced environment;
8. Ability to take the initiative, conceptualize, plan, and monitor activity
flow and outcomes;
9. Egypt citizen or, at the minimum permanent residency in Egypt;
