We are currently looking to hire a Cost Estimator STCA be based in Riyadh,
KSA.

Our client is responsible for providing the community with development,
support, and protection in KSA.

The Client has requested the services of a qualified consultancy team to
provide advisory / strategic consultancy services within KSA, comprising;
* Facilities Management
* Asset Management
* Property & Estates Management
* Training & Knowledge Transfer
In line with the wider group strategy, the contract will be the key catalyst
in growing Serco’s reputation and involvement in A&FM; Consultancy services
within KSA.
The consultancy team’s role is to support in the lead and delivery of Serco’s
contractual obligations by ensuring the successful implementation of
deliverables set forth.

The role will be reporting directly to the FM Expert but requires an
adaptability to complex matrix project-based work, where functional and
operational management may be fluid.

Key accountabilities
Prepare general and/or discipline estimates for capital cost, operations and
maintenance and/or services estimates. Develops basic conceptual estimates.
Takes a lead role in estimate reviews and presentations. Prepare Business
Cases Provides and supports data and cost analysis. Uses, develops and
oversees the maintenance of estimating databases. Provides technical and
operational supervision to assigned personnel. Executes simultaneous tasks
within broadly defined parameters. Supervise estimating processes for
operations and maintenance projects as part of Government O&M; contracts
within the Kingdom of Saudi Arabia. Participate in operational reviews and
develop comparative ROM estimates for alternative solutions. Potential
contribution to maintaining a database of estimate unit rates within
discipline: labour, equipment, materials, subs, etc. Actively participates in
review and development of most cost-effective O&M; means & methods and
schedule. Assist in risk analysis, and contingency analysis. Participate in
estimate reviews with management and partners. Participate in estimate close-
out exercises: subcontractor and material comparisons, final cut/add sheet,
completion of all pricing forms, revenue curves, etc. Work within core
knowledge discipline team and entities to improve estimating practices.
Provide analysis of data, rates and build ups as necessary to support O&M;
activities and also with the entities. Ability to build models ( Cost
estimates, financial modelling, forecasts) that is easy to understand Problem
solving ability to provide solutions which are effective and easy to
understand and implement Conduct scenario analysis based on macro and micro
factors to access risks Evaluate investment options using various financial
valuation methods such as DCF and comparable options analysis Advise key
financial and non-financial risks and advise to mitigate those risks Conduct
benefit realization exercise during and after go live of the project To assist
the A&FM; team in the Asset & Facility transformation Monitored the
suitability of business processes and proposing their revisal as the project
progresses Ability to deliver end user trainings on the benefits realized and
improvements suggested in the process This position may be required to carry
out other tasks from time to time as directed by the Serco Middle East
Leadership team.

What we are looking for in our candidates:
Technical and Professional Skills ‎10 years’ minimum experience in related
field on national / international major initiatives and developments. ‎5-‎7
years of experience in a senior role in consultancy services. Minimum ‎2 years
in working in a multi-disciplined O &M; or construction/ engineering
transformation programmes. An equivalent role in a O&M; role, either client or
supplier side is desirable. Record of engagement with a wide range of
stakeholders and wider commercial and public-sector stakeholders. Extensive
experience of working internationally (preference for Middle East / KSA).
Exceptional communication and interpersonal skills at an individual and team
level.

Knowledge Knowledge of financial/ estimation/ analytical best practice,
preferably in Engineering, Construction or O&M; environments. Gravitas, and
the emotional intelligence capable of developing close working relationships
with the client to ensure the mutual success for all stakeholders and
longevity of the contract and beyond. Demonstrable subject matter expertise
(and where appropriate, accreditation) in discipline. Fluent in English
(Spoken, Written). Arabic speakers preferred. Knowledge of KPIs, and KPIs tree
Diplomatic, with a cultural sensitivity

Qualifications Bachelor of Science / Engineering, Mathematic, Finance or other
relevant discipline from an accredited university.
Other business/ strategic/ financial qualifications preferred Saudi Council of
Engineers affiliation preferred.
