The United Nations Environment Programme (UNEP) is the leading global
environmental authority that sets the global environmental agenda, promotes
the coherent implementation of the environmental dimension of sustainable
development within the United Nations system and serves as an authoritative
advocate for the global environment.
This position is located in Riyadh, Saudi Arabia under the authority of UNEP
Regional Office for West Asia (UNEP/ROWA). The Project Manager will report to
the Regional Director of UNEP/ROWA. The Project Manager will lead the
implementation, monitoring and evaluation of the Saudi environment
sustainability programme and support the Ministry of Environment, Water and
Agriculture in enhancing environment governance and environment policy
development. Within delegated authority, the Project Manager will be
responsible for the following duties:
Responsibilities
• Takes the lead in developing, implementing and evaluating UNEP Strategic
Cooperation Programme with Saudi Arabia as further elaborated in the signed
agreement and the project document; directs technical and administrative
project personnel in programme development, implementation, monitoring and
assessment; directs review of relevant documents and reports; identifies
environment priorities, problems and issues to be addressed and proposes
policy options and corrective actions; liaises with relevant parties including
the Ministry of Environment, UN System in Saudi Arabia; identify and initiate
follow-up actions as appropriate.
* Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in areas and at all levels.
* Directs research and programme evaluation and presents information gathered from diverse sources.
* Coordinates environment policy development; reviews the assessments of issues and trends, preparation of evaluations and research activities and studies.
* Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepare conclusions.
* Supervises the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
* Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
* Manages outreach activities; prepare policy-oriented quality briefings and presentation, designs and conducts training workshops, seminars, etc., makes presentations on technical topics and activities as deemed appropriate within the framework of the programme.
* Leads in-country missions as needed and authorized to strengthened implementation of the Saudi project.
* Provides substantive guidance to external consultants, implementing partners, government officials and other parties on aspects of environmental policy development and implementation. Clears reports submitted by the consultants and implementing partners as to ensure high quality before submitting to the Ministry and UNEP Regional Office.
* Coordinates activities related to budget and funding of the programme. Prepares, submits and presents progress reports, financial statement, etc.
* Serves as effective UNEP liaison and establish collaboration and partnerships with key officials at all levels with the Saudi Government as well as within UNEP.
* Ensures effective utilization, supervision and development of staff. Guides, evaluates and mentors staff.
* Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business
administration, management, economics, environment or a related field is
required. A first-level university degree in combination with two additional
years of qualifying experience may be accepted in lieu of the advanced
university degree. Possession of technical certification in Project Management
such as PRINCE or/and PMP is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in project
or programme management, administration or related area is required.
Experience in provision of policy advise on environment governance issues is
desirable.
Experience in diplomatic negotiations is desirable.
Experience in development and implementing of technical cooperation programmes
involving various partners, clients and social actors is desirable.
Languages
English and French are the working languages of the United Nations. For the
post advertised, fluency in English and Arabic is required. Knowledge of
another UN official language is an advantage.
NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read,
write and understand) and 'Knowledge of' equals a rating of 'confident' in two
of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which
may be followed by competency-based interview.
