Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence


Purpose:
Reporting to the Senior Finance Officer, the Project Accountant is entitled to
provide timely and reliable financial information and analysis that leads to
effective decision making in relation to “ Girls and Young Women in Egypt:
Towards an Empowering Future ” project which is being implemented in Qena and
Aswan Program Units (PUs). This position will be working closely with both
project team and finance team in the respective PUs. The Project Accountant is
expected also to provide financial support and guidance to the project staff
of the partners to ensure best level of project’s financial performance.


Dimensions of the Rule:
This role acts as the responsible for the project finance/accounting aspects
in the ‎2 locations of implementation (Qena & Aswan).
This role should maintain effective relations with PIE finance team, partners
and other respective Plan team members at both PUs and CO level as applicable.
This role has no direct reporters


Accountabilities:
GRANTS
Facilitate any internal (Plan audit) and/or external (donor audit).
Review all financial reports for the project partners to ensure that
management & donors receive the needed data with the required quality
standards in line with donor and Plan policies and guidelines.
Review and coordinate the monthly cash forecast for the project against the
agreed approved FAD and PO.
Monitor the timely submission of all partners’ financial reports to Plan.
Contribute to project inception, start-up workshop, processes and agreements.
Maintain project files and archive financial reports in line with finance
policies and guidelines.
Communicate professionally and in a timely fashion with partners to ensure
effective project management and sharing the financial information.
Follow up and update the project financial system and share information with
related staff.
Doing regular monitoring to the grant currency and revaluate the CGI to track
the currency fluctuations.
Develop project financial reports to ensure that management and donor receive
the needed data with the required quality standards in line with Plan policies
and guidelines.
Coordinate with the Project Coordinator / PUMs for grant reporting in terms of
consolidation, reviewing and the final submission to GFM for final review.
Prepare the monthly reconciliation SAP reports to ensure consistency between
program and grant module.
Contribute to the review process of the partnership agreements and ensure the
compliance with the grant requirements.
Submit the financial reports due to donor, auditors and Plan Management to
ensure the quality and efficiency of financial data.


CAPACITY BUILDING
Monitor and follow-up on the needed actions to address any audit
recommendations.
Provide on-job & classic trainings, technical support for Plan partners.
Maintain transparent detailed reporting systems to enable colleagues, Plan
Management and external parties to understand the relevant budget.
Contribute to the development of capacity building plan for the project
partners.


ACCOUNTING
On a monthly basis; prepare program accounting spreadsheet for assigned
grants. Ensure all costs associated with grant are properly recorded and all
costs charged against the grant are appropriate and adjust as necessary.
Coordinate and facilitate overall process of transferring fund to project all
partners’ CMP.
Review all process of any project PMP requests related to program unit to
ensure budget availability and alignment with Plan financial policies and
procedures.
Review and process pay requests from project all partners in line with
Plan/donor's guidelines and policies.
Control the advance payments and settlements for project all partners and
produce the advance register report.
Review and process project Community Managed Projects documents to ensure
budget availability and their alignment with Plan financial policies and
procedures.
Record all transactions related to ALL partners into the financial system SAP.
Control the advance payments and settlements for Plan Staff and produce the
advance register report.
Prepare & initiates checks / Bank Deposits-Transfers (PMP&CMP;).
Keep all check books in safe place.
Prepare bank reconciliations of the project.
Ensure that all of the project PMP expenditures are made in accordance with
Plan policies & procedures.
Maintain project related filing system.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical Expertise, Skills and Knowledge
Essential
University degree in accounting or a professional qualification such as CIS,
ACCA or equivalent
Very good command of English
‎5 years of previous experience in INGO environment
Strong experience in finance and budget management
Experience in youth economic empowerment field


Experience in the basics of protection mechanisms and structures
Project management skills.
Sound experience in financial reporting and budget management skills.
Good communication, presentation and problem-solving skills.
Familiarity with digital applications. Desirable
Willingness to learn and self-improvement.
Positive attitudes, self- assertiveness and capacity to inspire others.

Physical Environment
Typically, office environment with at least ‎40% travel to CO and to other
project location to attend scheduled meetings with frequent visits to the
field.
