AVP, Lab Operations

The AVP, Laboratory Operations is accountable and responsible for all
administrative and technical functions in assigned areas including report
preparation, assisting in the budget process and representing assigned area at
departmental meetings. This role is instrumental in aligning the operations of
the laboratory services with the strategy of Lab Services.

Commercial and Operational Excellence:
* Participates in the strategic planning and management of the laboratory network in close collaboration with laboratory Director to ensure operational excellence in the provision of testing services.
* Implement laboratory strategic plan across all laboratories.
* Aids in the creation of a prediction of future workload for the site and the departmental operations at the site that is comparatively accurate.
* Review laboratories productivities and provide strategic plan for labs expansion and decommissioning.
* Work hand-to-hand with commercial managers to review all machines and sent out contracts. And counsel, negotiate favorable terms, oversee, and manage all contracts that the lab may engage.
* Manage lab requirements such as defining the requirements and act as lab approval line.
* Prepare and submit laboratory budgets such as HR, CAPEX, ICT, quality and training. And also, oversees budgets, technological plans, and strategic operational plans in line with the overall strategy for the laboratory.
* In each specialized area, maintains in-depth knowledge of techniques, principles and Instrumentation.
* This position is responsible for overseeing operations, costing, quality, performance improvements and other related activities of the NMC Group laboratories network in UAE, Oman and Qatar.
* Responsible for selection of competent lab personnel.
* Oversee the development of the organization's plans and programs in evaluation of long-range planning and regulatory action on operational performance.
* The position directs and coordinates through subordinate supervisory personnel, all technical activities and functions within one of the major laboratory network.
Quality & Risk Management:
* Ensure high level of performance through active quality control program at all testing area, and monitor the quality control programs
* Able to perform quality checks, testing and troubleshooting of equipment
* Participate in the initial and ongoing validation of medical laboratory procedures and techniques.
* Prepare the section for accreditation and inspection for example but not limiting the following EIAC ISO15189, CAP, JCI, DOH and OSHAD.
* Comply with EIAC and CAP accreditations requirements as per the standards of ISO ‎15189:2012 and perform the duties necessary to support and achieve accreditation.
* Maintain records and files according to guidelines of regulatory agencies and accreditation organization.
* Monitor section KPI's and provide report to VP Lab Services, Lab business heads and Quality team.
* Review Proficiency Testing Activities. Collaborate with VP Lab Services, to develop and implement process improvements.
* Identify issues and act to achieve optimal performance. Coordinate resolution of quality issues in other parts of the organization that have a lab component.
* Monitors laboratory supplies, orders and receive supplies as in accordance with the established policies & procedures,
* Perform required instrument maintenance at the prescribed times and log appropriately.
* Complies with biohazard safety standard through proper handling of potential hazardous chemical and biological agents in the work place.
* Uses universal safety precautions to protect self and co-workers from biohazardous material including but limited blood-borne pathogens
Managerial and Leadership duties and responsibilities:
* Provides leadership / guidance to staff in goal setting, problem solving, resource management and outcome achievement.
* Oversees and controls all support activities at the laboratory site to maintain uniform management and administrative practices throughout all functional areas.
* Assures that there are enough personnel and resources, such as equipment, to satisfy production deadlines, quality standards, and client deadlines.
* Directs, supports, and enables the technical departments of the laboratory's cooperative operational efforts to ensure ongoing, efficient production.
* Overseeing the hiring and termination of staff members, including interviewing candidates and making recommendations to management.
* Enforcing health and safety regulations. And ensure that the laboratory's physical setup and surrounding are acceptable for the testing carried out and offer a secure working environment.

Education and Certification
* Bachelor's degree in business administration, healthcare management, finance/accounting, or a related field.
* Licensed as a Lab Technologist from a recognized regional authority (DOH/ DHA).
* A Master's degree with extensive experience may also be considered.
Knowledge and Skills
* Knowledgeable in laboratory equipment and testing to perform quality control checks and instrumentation troubleshooting.
* Knowledgeable in using Laboratory information systems with the ability to generate reports if required
* Ability to thrive in a fast-paced, dynamic environment while maintaining a high level of organization and attention to detail.
* Proven ability to lead and inspire a team in a complex, fast-paced environment.
* Knowledge of relevant regulatory requirements, accreditation standards, and compliance frameworks.
* Excellent communication and interpersonal skills, with the ability to build and maintain relationships with a diverse group of stakeholders.
* Strong analytical and problem-solving skills, with the ability to develop and implement effective solutions.
* Flexibility and adaptability to changing priorities and needs in a dynamic healthcare environment.
* High proficiency in written and spoken English.
* Ability to effectively operate in a fast paced, multi-cultural, multi-stakeholder large corporate environment.
* Healthcare industry experience is essential.
Experience
* Minimum of ‎12 years of experience in clinical laboratory operations.
* At least ‎5 years in a regional managerial and/or leadership role overseeing multiple laboratory units, preferably in a multi-hospital setting.
