Duties



  • Provides expert advice to combatant command (COCOM) commanders and all other appropriate officials.

  • Monitors, oversees, and maintains awareness of new and/or revised Dept of Defense (DOD) and Intelligence Community (IC) policies concerning foreign disclosure.

  • Approves and issues Delegation of Disclosure Authority Letters on international agreements.

  • Ensures work schedules are met, staffing is adequate to accomplish assigned tasks, and adequate equipment and supplies are available.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Two year trial/probationary period may be required.

  • In accordance with Change ‎3 to AR ‎600-‎85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for Compartmented Information (SCI) access.

  • This position is designated as emergency-essential (E-E). Please see additional information.

  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. See additional information section.

  • This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.

  • A medical examination and immunization screening are required.

  • This position is subject to the Lautenberg Amendment to the Gun Control Act of ‎1968. See additional information section.

  • Position may require employee to wear uniform and/or protective clothing.

  • Will be expected to live in field or austere conditions.

  • May be required to work irregular shifts/hours.

In order to qualify, you must meet the experience requirements described
below. Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic; religious;
spiritual; community; student; social). You will receive credit for all
qualifying experience, including volunteer experience. Your resume must
clearly describe your relevant experience.


To qualify based on your experience, your resume must describe at least one
year of experience equivalent to the GG/GS-[‎13] that prepared you to do this
job. Specialize experience is defined and experience which includes experience
with Prioritizing, validating, allocating Foreign Disclosure Officers (FDOs),
Foreign Disclosure policies and procedures, and Foreign Disclosure
Representatives (FDRs). This definition of specialize experience is typical of
work performed at the next lower grade/level in the Federal service.


Progressively responsible experience is that which has included intelligence-
related research, analysis, collections and /or operations. This experience
should have included intelligence analysis and/or production, intelligence
collection and/or operations, counterintelligence, or threat support directly
related to the position to be filled. This experience should demonstrate:
Knowledge of intelligence processes, cycle and organizations; Knowledge of
and/or ability to use research tools such as library holdings, photographs,
statistics, graphics and maps; Knowledge of the systems, procedures and
methods of analyzing, compiling, reporting and disseminating intelligence
data; and/or Knowledge of organization(s) for and methods of collecting and
analyzing intelligence data.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively, therefore, the position is designated emergency-essential.

  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form ‎2365. (See DoDD ‎1200.7, DoDD ‎1404.10, DoDD ‎1400.31, DoDD ‎1400.32; and AR ‎690-‎11).


  • This position is subject to the Lautenberg Amendment to the Gun Control Act of ‎1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
