Duties



  • Serve as a senior project leader for the Communication and/or Information Technology (CIT) systems/devices and perform analytical duties to the program and resource management of systems/equipment acquisition/implementation efforts.

  • Review program progress against plans and restructures program schedules, events, plans, and reporting requirements to better fulfill program goals.

  • Lead efforts of support activities such as engineering, procurement, legal, and logistics to assure efforts are on track and to identify and resolve problems.

  • Prepare or coordinate preparation of program documents such as the Acquisition Plan, Systems Engineering Management Plan, Systems Implementation Plan, Test and Evaluation Master Plan, and the New Equipment Training Plan.

  • Review or consolidate budget estimates from project engineers to develop justifications for costs Identified.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for a Program Management Practitioner certification within ‎60 months of entrance on duty.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.

  • This position requires at a minimum the wear of ballistic, respiratory, safety, chemical, and biological personal protective equipment.

  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.

  • This position is subject to the wear of the military uniform (as applicable) as the duty uniform (when deployed, or in field environments).

  • This position requires a valid state Driver's License in one of the ‎50 U.S. states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.

  • This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

  • In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations

  • or to support combat essential systems subsequent to mobilization or an evacuation order. Additional training, medical requirements, and deployment responsibilities may apply to this position.

  • Candidates selected for this position must pass an extensive medical examination for deployment and employment duration to CENTCOM area per current MOD guidance. Candidates selected for this position will be sent to CAIN (Camp Atterbury, IN).

  • Candidates selected for this position will be sent to CAIN (Camp Atterbury, IN) for Emergency-Essential, Pre MOB (Mobilization).

  • A term position may be extended to a maximum of eight years depending upon the needs of management.

  • This position is subject to the Lautenberg Amendment to the Gun Control Act of ‎1968.


Qualifications


Effective ‎1 OCT ‎23, this position will undergo an organizational transition
from Program Executive Office Enterprise Information Systems (PEO EIS) to
Program Executive Office Command Control Communications-Tactical (PEO C3T),
headquartered at Aberdeen Proving Ground, Maryland. The duty location for this
position will remain at Camp Arifjan, Kuwait.

limited appointment (such as term or temporary appointment), become subject to
the provisions of the term or temporary appointment. In such cases, the
employee will be converted from a permanent appointment to either a term
appointment or a temporary appointment (as applicable).




Permanent employees who accept time-limited appointments will not have
statutory placement rights to the previously held permanent position at the
end of the time-limited appointment. Administrative placement rights may be
requested.




Army employees who accept a time-limited appointments (to include employees
with personal competitive status) will be separated at the end of the time-
limited appointment date if the Not-to-Exceed (NTE) date is not extended or
re-employed by own efforts.




Permanent federal employees who accept such time-limited appointment
opportunities will be expected to sign a statement of understanding to
acknowledge the associated impacts to their permanent status.


In order to qualify, you must meet the experience requirements described
below. Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic; religious;
spiritual; community; student; social). You will receive credit for all
qualifying experience, including volunteer experience. Your resume must
clearly describe your relevant experience; if qualifying based on education,
your transcripts will be required as part of your application. Additional

To qualify based on your work experience, your resume must describe at least
one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: ‎1) Developing acquisition plans for
communication or IT systems; (‎2) developing procurement strategy based on cost
estimates, technical risk, and technical requirements; and (‎3) providing
oversight of a communication or an IT acquisition program to include cost,
schedule, and performance metrics. This definition of specialized experience
is typical of work performed at the next lower grade/level position in the
federal service NH-II (GS-‎11).


Some federal jobs allow you to substitute your education for the required
experience in order to qualify. For this job, you must meet the qualification
requirement using experience alone. There is no substitution of education for
experience permitted.

  • Direct Deposit of Pay is required.

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

  • Candidates selected for this position will be sent to CAIN (Camp Atterbury, IN) for Emergency-Essential, Pre MOB (Mobilization).

  • This is an unaccompanied overseas tour assignment.

  • The initial length of this overseas tour is not exceed ‎3 years. May be extended to a maximum of eight years depending upon the needs of management.

  • Government quarters (fully furnished apartments) are provided.

  • Relocation or recruitment incentives may be authorized subject to Management's approval

  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI ‎1400.25 volume ‎1250.
