Objective:
The primary function of this consultancy is to support the functions of Data
for Children Unit in generating, capturing, structuring and sharing up-to-date
and robust knowledge through:
* Increasing availability of quality up-to-date evidence, data, and analysis on children rights, including relevant SDG indicators, through national system strengthening and capacity building;
* Support the development of data collection tools, analysis, briefs and dissemination;
* Support the capacity building of national partners in the use and quality assurance of data;
* Support the monitoring of, and reporting on, the situation of children and women for more inclusive and equitable decision-making and public debate.
Methodology:
For completing contract deliverables, the consultant will apply a mix of
qualitative and quantitative analytical approaches, methods, and tools. S/he
will provide all the needed support to the SPME section and Data for Children
Unit to support UNICEF Egypt Country Office Program and government partners in
evidence generation and knowledge management.
__ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
Within the delegated authority and under the given organizational set-up, the
consultant may be assigned the primarily, shared, or contributory
accountabilities to support the D4C Unit for all or part of the following
areas of major duties and key end-results.

  • Knowledge Generation:

  • Support the review of databases and digital platforms with partners (CAPMAS);

  • Support the review of data collection tools of HH surveys;

  • Support the review of policy papers, briefs, reports and other publications;

  • Support the developing of the data snapshots that being developed internally;

  • Support the call for papers and conference with partners.
    Deliverables
    ‎1 database is compiled, reviewd and available
    ‎2 survey forms reviewd and available (English and Arabic)
    ‎2 data snapshots are developed and published
    ‎1 Conference with partner is implemneted

Monthly payments will be processed upon delivering and accepting of monthly
progress reports of deliverabels, by the KM Statistics Officer.



  • Knowledge Capture: Support the quality assurance of national HH survey reports and analytical papers.
    Deliverables
    ‎2 reports are reviewed and reflecting received comments
    ‎3 analytical papers are reviewed

  • Knowledge Structure: Support the activities to develop Egypt Data Platform for CAPMAS.
    Deliverables
    At least ‎1 training course is coordinated and delivered to CAPMAS
    ‎1 Data Platform for CAPMAS is reviewed reflecting all agreed on components
    (Dashboard, Mobile application, Visualiser)

  • Knowledge Dissemination/Sharing: Support the update of ECM platforms with knowledge products and tools.

    Available reports are uploaded into Egypt Teams/Egypt Country Office

  • Administraive work: Support the admin work within the D4C unit.
    Deliverables
    Organize the workshops and trainings logistics
    Review the FACE forms and financial reports with partners
    Develop different types of contracts in coordination with operations teams

Conditions of Work:
The consultant will work under the direct supervision of the KM & Statistics
Officer and the SPME Section Chief. The consultant will work in collaboration
and support of the SPME section.
The consultant will submit a monthly progress report to the KM & Statistics
Officer for review of work progress. This report will be used for performance.
Monthly payments will be processed upon delivering and accepting monthly
progress reports and against accepting and approving deliverables by the KM &
Statistics Officer.
This assignment is a part-time office based in Cairo. Teleworking arrangement,
within a limit of ‎4-‎6 days per month, can be arranged after prior discussion
and agreement with the direct supervisor. Reporting to manager at UNICEF
office can be done remotely, as per the schedule agreed with the supervisor.
To qualify as an advocate for every child you will have …
* University degree (preferably advanced) in one of the social sciences, covering at least one of the following domains: Information Management, planning, monitoring, evaluation, economy, survey implementation, data, quantitative and qualitative research, political science, social development, public adminstration.
* Previous experince in developing knowledge products.
* ‎3-‎5 years of relevant professional work experience in project corrdination, facilitating trainings, working with partnerers preferably governemtal entities, knowledge management and advocay, data and research.
* Fluency in English and Arabic languages, spoken and written, is required.
* Previous working experience with International Organizations is an asset.

Individuals engaged under a consultancy or individual contract will not be
considered "staff members" under the Staff Regulations and Rules of the
United Nations and UNICEF's policies and procedures, and will not be entitled

coverage). Their conditions of service will be governed by their contract and
the General Conditions of Contracts for the Services of Consultants and
Individual Contractors. Consultants and individual contractors are responsible
for determining their tax liabilities and for the payment of any taxes and/or
duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa
(applicable) and health insurance required to perform the duties of the
contract are valid for the entire period of the contract. Selected candidates
are subject to confirmation of fully-vaccinated status against SARS-CoV-‎2
(Covid-‎19) with a World Health Organization (WHO)-endorsed vaccine, which must
be met prior to taking up the assignment. It does not apply to consultants who
will work remotely and are not expected to work on or visit UNICEF premises,
programme delivery locations or directly interact with communities UNICEF
works with, nor to travel to perform functions for UNICEF for the duration of
their consultancy contracts.
