How can you make a difference?
Objective:
To contribute to establishing community-led accountability mechanisms
(informal Parent-Teacher-Association model) in refugee community schools, to
support continued access to education and learning of refugee children in a
safe and conducive learning environment.
Methodology:
The consultant will support the development of approaches, mechanism and
materials/tools which will contribute to:
* Mobilizing stronger engagement of parents/caregivers and communities to support a more protective and conducive environment in order to retain in education and eliminate risks of drop-out.
* Equipping and strengthening the capacities of school management and community groups (community-based accountability structures) members to hold constructive community dialogues on the quality of the education service provided by the school, which includes both education quality and school safety concerns.
* Enhancing community outreach to advocate for the importance of education continuation, as well as raising awareness of available services for children and their families provided at local PHUs.
The consultant will be requested to undertake the following tasks:
Induction Meetings
* Participate in a briefing meeting with the UNICEF Egypt team.
* Participate in briefing meetings with Education and Child Protection Working Groups.
* Submit inception report
Designing of the community-led accountability mechanism
* Conduct desk review of the possible models of accountability mechanisms and hold consultation meetings with schools and communities as needed, including teacher associations.
* Design proposed mechanisms, including the composition of members such as representatives of caregivers/parents, school administration, community leaders etc., the selection process of members, development of strategic documents, main activities.
* Develop capacity-building materials on social accountability tools and basic skills needed to hold constructive community dialogues as well as to lead the development and implementation of school improvement plans for the members of community groups. This will be based on the minimum standards established as a result of school assessments conducted by UNICEF and partners.
* Present proposed mechanisms and tools to UNICEF and relevant stakeholders, including the Education and Child Protection Working Groups.
Capacity building on the developed community-led accountability mechanism and
tools
* Design and deliver a ToT programme on the developed content for selected stakeholders.
* Support the development of comprehensive school improvement plans in the target refugee community schools based on a set of minimum standards.
* Provide coaching for trained community group members to support the implementation of the school improvement plans.
Reporting
* Develop a final assignment report, including recommendations and suggested way forward.

Conditions of work:
The consultant will work remotely but will be required to participate meetings
(face-to-face or virtual whenever possible) and workshops when needed.
To qualify as an advocate for every child you will have …
* A Master's degree in social sciences, international development, or other relevant disciplines.
* At least ‎20 years of work experience in designing and managing programmes in schools and communities from education and protection perspectives, specifically related to social accountability mechanisms.
* Excellent communication and writing skills in English and Arabic.
* Experience in working with multiple stakeholders is an asset: governments, civil society, private sector, and the UN.
* Knowledge of the United Nations' system, practices, and procedures, particularly UNICEF's system is an asset.

the General Conditions of Contracts for the Services of Consultants and
Individual Contractors. Consultants and individual contractors are responsible
for determining their tax liabilities and for the payment of any taxes and/or
duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa
(applicable) and health insurance required to perform the duties of the
contract are valid for the entire period of the contract. The candidate may
also be subject to inoculation (vaccination) requirements, including against
SARS-CoV-‎2 (Covid).
