Water Treatment Plant Manager

Role
Water Treatment Plant Manager is responsible for the safe and smooth operation
and maintenance of UF/RO/EDI plant,. Responsibilities include - but not
limited to - monitoring UF/RO/EDI system & plant utilities, O&M procedures and
activities, evaluating treatment process/plant conditions, report field
conditions and findings, and making appropriate action. WTP Manager shall work
closely and coordinate with process leader and other maintenance discipline
staffs to ensure smooth and effective operation of plant and to sustain
overall plant performance.

Responsibilties :
The WTP Manager is responsible to perform the below tasks but not limited to,
* Insure the Production of the daily volumes of water requested by the Purchaser.
* Implementation of Health and Safety management system (e.g. permits to work, electrical isolations, confined space permits).
* Team supervision, regular health and safety practices and training programs.
* Planned and unplanned operational tasks, preventive and corrective maintenance of mechanical, electrical, instrumentation, control and automation (MEICA) equipment using Contractor's Computerized Maintenance Management System (CMMS).
* Operation and maintenance of Purchaser's assets (the chore of which having been delivered by the Vendor) in a manner consistent with their intended use and design.
* Implementation of laboratory sampling and analytical programs (including sampling of the raw water to the WTP, effluents and product water from WTP) and laboratory QA/QC procedures.
* Setting up of a framework for performance monitoring. Vendor will provide a list of Key Performance Indicators (KPI's) that will be followed on a monthly basis. KPI's baselines will be assessed during the months of the contract, based on available data and specific studies. Performance overview and monthly KPI's values will be reported in the monthly report that will be submitted to Purchaser.
* Maintenance of complete and accurate books and records of activities (all such records will be available for inspection by Purchaser).
* Be responsible of the recommendations and requirements of any warranties and guarantees in relation to equipment, material or work provided or procured by Purchaser and so as not to invalidate or reduce the scope or coverage of any such warranty or guarantee.
* Monthly written reporting to Purchaser on the O&M Services performed at the Facilities.
The report will include, but not be limited to, reporting on KPI's and
recommendations of measures for performance enhancements that Purchaser can
consider sanctioning, thereby allowing Vendor's service to engender greater
value for Purchaser as a result of undertaking these measures.
Other matters to be included in the monthly written reporting include charts,
graphs and data as appropriate to demonstrate: the quality of the raw water to
the WTP, effluents and Treated Water from the WTP; Facilities efficiency; the
status of operations and maintenance activities; the status of any Remedial
Works, Upgrading and Renewal Works, etc.
* On-call team available ‎24/‎7 in case of crisis situation.
* WTP Manager will review and comment on the deployment plan and skill set of O&M personnel.
* WTP Manager will be part of the performance evaluation of O&M personnel
* WTP manager can Investigates, diagnoses, report, and recommends correction of abnormalities occurring in any part of the UF/RO plant system or plant utilities to ensure safe operation of the plant as per the stated procedures Shares and escalate the field observations pertaining to the UF/RO/EDI plant process or system control operation to ensure the economical functioning of plant facilities.
* Routine monitoring of static and rotary equipment and initiate necessary maintenance works to avoid equipment malfunctioning & damages
* Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality service.
* Plan Supervise chemical Cleaning and lab analysis deemed necessary for the plant smooth operation and work closely with chemical department on timely and safe completion of chemical preparation, loading & unloading of chemicals.
* Reviews all chemical usage to determine correct chemicals, doses, and application points; supervise necessary tasks related to chemical and water analysis based on process requirement
* Assist with Process leader on investigating & troubleshooting the process disturbances, equipment malfunctioning and take the necessary actions.
* Responsible for maintaining daily activity log like field isolation, field instruments values, motor, pump data, etc...
* Apply and follow plant EHS procedures including handling of hazardous chemicals, confined space activities, chemical spill control, LOTO procedure and evacuation & emergency procedures.
* Ensures to adheres to EHS & Quality processes and procedures, Checks job sites for potential hazards and take the necessary action.
* Maintains appropriate housekeeping for plant facilities cooperating with other departments.

Qualification & Requirements:
* BSC in chemical/Electrical/Mechanical or equivalent.
* Work experience of minimum ‎3-‎5 years in Water and Waste Water Treatment.
* Proven experience in UF, RO and EDI membrane technology
* Knowledge on plant safety and EHS
* Good communication skills in English. Arabic knowledge advantageous.

* Experience in Leading a large team
* Work experience in any large Water treatment plant process, Chemical, O&G plants or Power plants. Shall possess excellent interpersonal skills and shall be a good team Leader
* Ready to Work in a variety of weather conditions with exposure to the outdoor harsh conditions (heat and dust).
