Job Description:
In July 1976 the Royal Commission for Jubail and Yanbu, Saudi Arabia selected
Parsons as Project Manager to develop its master plan. To the present day,
Parsons has provided continuous management of all infrastructure design,
design[1]build, construction and operation and maintenance (O &M) projects for
this new industrial complex to be located on the Red Sea at Yanbu, Saudi
Arabia. At 30-square kilometers, this new industrial community is planned for
a projected 80,000-person population by the year 2006. This is one of the
largest projects of this magnitude ever planned and constructed as a self-
sustaining unit.
This is a multi-disciplinary project involving the development and
construction of Housing, general infrastructure, power regeneration plants,
waste water treatment, desalinated water, port and airport, health and
education as well as other cultural and recreational facilities.
The role reports directly to the Environmental Monitoring Section Manager and
will support the department in daily operations, interfaces with industrial
customers, new investors, EPCD members and senior RC Management. Receives
administrative and technical direction in term of board project objectives
from EPCD Department Director and SAPL Department Manager EPCD.
Major activities and responsibilities include:
* Support environmental activities by conducting inspections, preparing/reviewing reports and check industry environment compliance with the RC requirements and determine extent of deviation from the RC regulations.
* Provides necessary advice and guidance to the meet the RC goals and objectives and keep EPCD current concerning international regulatory standards, particularly in the field of environmental engineering as it relates to the environmental management in the heavy industry, industrial wastewater and industrial waste sectors.
* REVIEW AND EVALUATE THE ENVIRONMENTAL PERMIT APPLICATION PACKAGES AND TECHNICAL ASPECTS SUBMITTED BY EXISTING AND NEW INDUSTRIES.
* Performs periodic inspections on facilities and areas to ensure environmental compliance.
* Evaluates self-monitoring reports and other technical reports submitted by industries and coordinates with other sections regarding violations.
* Review and evaluate submitted data from investors and identify potential for recycling and reusing.
* Check Waste Management Plans submitted by new industrial investors and existing Industries seeking a renewal of their Environmental Permit to Operate; potentially identify waste recycling projects.
* Participates in periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom's laws, international regulations and standards and best practices.
* Monitors the Royal Commissions (RC) Environmental regulations and standards in line with the government's environmental standards and best practices.
The experience and qualifications required for this role include:
* Bachelor's Degree in Environmental Engineering, Environmental Sciences, or Other Relevant Sciences/Engineering Degree.
* No less than 10 years of relevant experience in the field of environmental management with primary experience within the heavy industries, industrial wastewater and industrial waste sector is required.
* Previous experience of KSA environmental permit application processes.
* Knowledge of waste management and control procedures for different environmental hazards.
* Knowledge of waste disposal and prevention methods.
* KNOWLEDGE OF WASTE RECYCLING (BOTH MUNICIPAL AND INDUSTRIAL) PROCESS AND METHODOLOGY.
* Knowledge of Health, Safety and Environment regulations followed in the Kingdom of Saudi Arabia, with experience of the environmental regulatory process within the heavy industries, industrial wastewater and industries waste sectors preferably with the Royal Commission of Yanbu & Jubail in Saudi Arabian or similar.
* Excellent spoken and written ARABIC AND ENGLISH language skills with the ability to communicate effectively.
* Intermediate computer skills are essential with experience using MS Office (Word, Excel, Power Point).
