Head of Estimation Engineering

Job Description -
Our Client an EPC company are looking for a Head of Estimation Engineer to
join them on a permanent basis in their office in Western Asia. The role will
be offered with a negotiable salary and an attractive benefits package.

Responsibilities -

Manages, provides advice on, and administers all activities concerned with
contracts for works and services associated with oil and gas facilities
projects carried out under various contract forms and modes of reimbursement.
You will have an overall responsibility and oversight of the estimating
process as well as oversees standardized procedures, methods, and processes
for estimating deliverables packages & budget tracking.
You will co-ordinate all estimating activities on assigned project(s) and you
will exercise a strong working knowledge of home office services, field in
directs, and craft labor using a background of diversified experience and
familiarity with typical project controls software such as DMCS (Document and
Material Control System).
You must have a clear understanding of, and ability to work with, engineering
drawings and specifications.
You will develop estimating procedures, execute and supervise estimates. The
estimates are to include all phases of execution of the work from front end
engineering through to commissioning and start-up. During the pre-engineering
phase the estimator will compare estimates of alternative solutions and
provide input to selection of the adopted option.
You will be seen as the Subject matter specialist for the resolution of issues
arising across all areas of the job and be able to clearly explain complex
processes that surround the role.
We expect you to ensure the integrity of the work scope and that all work is
carried-out in accordance with applicable codes and standards.
We expect you to mentor of less experienced members of staff including 'hands
on' approach to the formulation and delivery of training programs for local
personnel.
You will prepare material take-offs on the most complex projects, drawings,
and plans. Reviews take-offs provided by the Engineering Department are to be
checked for mathematical and technical accuracy.
You will also prepare accurate pricing of estimates with the proper level of
detail, including labour, material, and subcontract items.
You will develop procedures for the preparation of estimates for modifications
and additions facilities.

Qualification & Experience

You will possess either an engineering degree and/or an equivalent diploma
from an accredited college or university. This is an essential contractual
requirement.
You will have a minimum of Eighteen (‎18) years of total minimum work
experience, twelve (‎12) of which must be post qualification within the Oil &
Gas or petrochemical industry, with exposure to heavy oil projects. Upstream
onshore experience is preferred.
You will have a minimum of Eight (‎8) years of work experience in a related
designation / specialty.
You must have a minimum of Five (‎5) years' experience in cost estimation.
You must have work experience working within PMC projects in the above-
mentioned industries. You will have experience working with advanced
engineering tools, data systems & other general office / engineering software
will be given first preference.
You will have broad based knowledge of the requirements for process
engineering through all phases of project life cycle, from FEED through to
Commissioning, within Oil & Gas or related industries.
