Plan started working in Egypt in 1981 and has a presence in ten of the 27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy will commence in
July 2022 and till end of June 2027. Through this five-year strategy, Plan
International Egypt will aim to achieve the followings:
Promoting sexual reproductive health rights, services and facilities so that
girls and women can realize their rights and grow up capable of making
informed decisions and choices.
Creating economic empowerment opportunities and spaces so that girls, children
and young people can overcome barriers that hinder their own development and
continue growing up as empowered citizens capable of leading their own
development.
Combating Violence against children, girls and women so that they can grow up
in safe environments and actively participate in making positive and lasting
changes in their lives and communities at large.
Strengthening the resilience, enhancing the preparedness and improving the
response of the marginalized communities including refugees and migrants to
climate change, crises and natural disasters. This will also include tackling
the root causes of irregular migration.
Promoting the active engagement and leadership of young people including girls
in decision making and inclusive spaces to foster sustainable changes in their
lives as equal and empowered citizens.,
About the Project:
The project focuses on enabling young people to be inspired and included in
economic life. Both burgeoning entrepreneurs and youth in search of employment
are targeted. Upcoming entrepreneurs will be supported through the building of
life skills and inclusion into relevant business ecosystems in order to
establish themselves and make a living by bringing their ideas to life. Youth
in search of employment will build technical skills to ensure that they have
the qualifications needed in the labour market. All of this will aim at
ensuring that their employability is enhanced at the same time as their own
capacity to secure a job is enhanced.

Purpose:
The Project coordinators will be responsible and accountable for the project’s
quality programming and results achievement, financial management and
compliance, team leadership, stakeholder and partner relations, and donor
deliverables. S/he will demonstrate excellent project management and problem-
solving skills, a very high degree of maturity, flexibility, organization and
communication skills, and strategic thinking to meet the demands of a dynamic
and sometimes unpredictable operating environment while ensuring Plan
International’s systems and policies and donor requirements are adhered to,
especially gender transformative programming and child and youth safeguarding.
Dimensions of the role:
The three coordinators will be based in Ciro, Alex. and Assuit Program Units
and will be responsible for overseeing project implementation, provide overall
leadership, coordinate with project partners and supervise the partner staff
of the project in Cairo, Alex and Assuit offices as well as liaison with the
other relevant governorate and district level governmental bodies and
agencies.
Accountabilities:
Program delivery Defines and updates clear project work plans for each
location regularly to reflect a changing environment. Understands the project
management cycle and utilizes tools (including detailed implementation plans)
effectively to implement and achieve project results, and comply with donor
requirements, government, and partnership agreements. Achieves project
results, and monitors appropriate benchmarks, targets and performance
indicators. Coordinates technical inputs on youth programming, child
protection and gender to support a high quality of implementation ensuring
that programmatic strategies are of high quality, based on best practices and
in line with donor standards. Articulates changes in project activities (if
any) clearly and produce clear documents justifying changes, analysis of
change impact, and budget impact. Systematically review risks and challenges
to quality implementation and compliance and develop clear and timely
mitigation strategies including resources required. Develop and implement a
clear plan to strengthen program and compliance quality in the project
delivery. Write well-documented, accurate, timely and quality narrative
reports in line with donor reporting requirements. Create an efficient
knowledge management system/approach that helps learning, sharing, scaling up,
and innovation. Participate and provide valuable input into the technical
network meetings on youth programming. Set up and ensure well-functioning
community-based M&E; systems to effectively monitor the project
implementation. Ensure that the budget planning and implementation of the
relevant POs are done with the maximum level of quality and in tandem with the
project objectives. Support the development of the Projects Outlines (PO) in
SAP, ensuring their alignment with the projects’ approved budget and donor’s
guidelines. Support the Finance Department to generate the required financial
reports that inform the projects’ team members on the progress of expenditure
Communication and Working Relationships Builds strong relationships with Plan
Egypt staff and develop clear communication protocols on project management;
Engages and effectively represent Plan International in strategic partnerships
with relevant NGOs (local), district and governorate local government entities
/stakeholders as appropriate, to maximize use of our resources and program
impact and ensure alignment and strong partnerships so that targets are met;
Develops appropriate internal and external Working Relationships (and
partnerships) to support quality project delivery and compliance at
governorate level.
Advocacy, Influencing, and Visibility Represent Plan International Egypt at
the district and governorate level to implement the advocacy activities as
stated in the project. Support with technical documentation of evidence from
the project and write stories of change when required. Ensure close technical
and operational collaboration and coordination with Government Networks Ensure
that the project is fully aligned with the Advocacy Strategy and the SDG
influencing plan.
Staff Management/Partner Leadership Manage partner staff and/or volunteers
according to the established policies and practices of the organization.
Ensure roles, responsibilities and expectations are clearly communicated and
understood by the full project team. Team members are mentored and coached to
achieve their full potential and results of the project. Finance management.
Programme and project design and influence Lead start-up meetings for the new
project to guarantee a joint understanding among stakeholders on project
objectives and expectations. Promote the realization of set targets and
quality outcomes. Enhance gender mainstreaming in the project cycle Enhance
community participation in the project planning, implementation and monitoring
Mobilization and inclusion of youth considering gender equality in the project
Develop monthly activities and budget plans to be implemented as per approved
work plan and ensure that all activities are on track with appropriate
scheduling, quality and timelines Build relationship with relevant staff to
ensure all logistics and procurement processes are in conformity with Plan
policies, procedures and standards Enhance realization of youth rights through
design and implementation of gender transformative project interventions.
Working in Partnership and project/ target mobilization: Promote active
engagement and participation of communities in Project Mobilization. Maintain
a high level of external communication/contact with the community. This is to
facilitate the implementation of the project activities effectively. Promote
sensitization of stakeholders and partners on Plan’s policies, strategies,
procedures, values and behaviours.
Quality implementation and standards Ensure timely and effective
implementation of programs according to approved project outlines and approved
monthly activity and budget plans. Monitor the progress of project
implementation and undertake corrective actions. Promote evidence-based
programming through data gathering and dissemination with wide consultation of
target beneficiaries and other stakeholders. With support of M&E;, enhance
learning and knowledge management through documentation and profiling of
Plan’s work. With support of M&E;, maintain a beneficiary tracking system in
line with monthly and quarterly reporting tools. Develop quality and timely
reports in accordance with donor guidelines and procedures. This includes
(activity reports, monthly and quarterly) in line with the laid down
requirements and Plan standards. Contribute to documentation and sharing of
best practices with all stakeholders for learning and sustainability beyond
the project phase.
Financial Responsibility Develop and regularly update annual and quarterly
project implementation plans and budgets. Monitor expenditures to promote
prudent budget management and adherence to approved budget. Promote compliance
with relevant donor policies, contracts, and agreements. Preparation and
submission of accurate and timely financial reports according to donor
regulations.
Capability building and People Management Identification, engagement and
capacity development of partners to support project implementation. Promote
good team working environment in accordance to Plan’s purpose and values.
Support performance management of the partner staff and create an environment
for personal development. Support project team including partners at both
institutional and Community level and continuously identify opportunities for
learning and change.
Risk Management Identify and manage project risks Promote compliance with Plan
Egypt and donor requirements and regulations in project implementation Report
possible project risks to Plan International Egypt colleagues in a timely and
transparent manner.
Other duties As assigned by the Line Manager
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
