Job Description (Roles and Responsibilities)
The British Embassy in Cairo has a vacancy for Community Liaison
Officer
, job grade Executive Officer (EO).
Main purpose of the job:
To work closely with Embassy Management for the well-being of staff at Post,
with primary function as advocate for and provision of support to UK-based
staff and families on family and community issues, principally in the areas of
information gathering, welfare, pastoral care and communication.
Main duties and responsibilities:
* Welfare at Post: welcoming all staff on posting/temporary duty/flexible deployment and accompanying families to ensure as smooth an integration as possible into the life of the Post community; central role in inducting new staff/families, including oversight of accommodation needs and management of the domestic float; following up to check that the settling in process is working; being a source of referral and support where questions, problems and difficulties arise; providing short Post community induction.
* Information gathering for UK-Based officers and their spouses/partners and families. To include information primarily on spouse/partner employment at Post; children's education (through completion of separate HR School and Nursery Information Sheets of authorised schools at Post); a comprehensive information pack on childcare at post, feedback on adult education; Special Educational Needs (SEN); career and training opportunities; single officer and foreign born spouse/partner issues; recreational facilities; social matters; and completion of DSFA Spouse and Partner Annual Employment Report. Coordinating with Overseas Medical Team and UK Health Insurance Provider over the identification and maintenance of suitable healthcare providers for UK Based Staff and their families in Egypt, and maintenance of local Medical Emergency Response Plan. In addition, responsibility for the Post Welcome Pack and Post Report.
* Advocate for UK-based staff and families in addressing issues of importance with Post Management, including as their representative on Post Joint Management Boards, evacuation/contingency planning and housing committees, and as the chief link between Post and DSFA in London. The CLO should promote a 'one team' approach.
* Communicating effectively on community and social matters across Post to all staff and receive notification of staff arrivals/departures. The CLO should participate in the Joint Management Board Post Security Committee/ Evacuation and Contingency Planning; Post Amenity and Club Committee. The CLO should advertise details of DSFA career support services and courses to eligible UK-Based spouses/partners at Post. CLO is expected to establish some form of communication for staff and spouses/partners across Post, such as a WhatsApp group, in accordance with the FCDO social media policy.
* Crisis/Emergency Planning: the CLO must be aware of and be involved in any Post contingency and evacuation plans. All CLOs should complete the Crisis Preparedness Management eLearning on GLO.
This list is not exhaustive and you may be required to carry out additional
duties according to business needs.

Essential qualifications, skills and experience

* Competent IT skills; good working knowledge of Microsoft Outlook, Excel and PowerPoint, as well as Microsoft Word.
* Strong organisational skills.
* Ability to hold sensitive and confidential information.

* Good listening skills, with a practical, supportive and confident approach, open to promoting mental wellbeing.
* Able to identify key issues and sign post or escalate upwards when required.

Other benefits and conditions of employment
Eligibility:
* Applicants must have the right to live and work in Egypt;
* Must already have an existing valid work permit / residence permit in Egypt as a vital requirement.
Remuneration:
We offer a competitive package including medical benefits, performance related
bonus, recreational facilities, opportunities for job related training &
development, etc., including a non-negotiable gross salary of USD ‎1,374
per month subject to insurance and tax as per the usual regulations based on a
‎36 hours per week. However, employees who are not liable to pay local income
tax on their Mission salary may have their salaries reduced by the equivalent
local income tax amount.
There are no other allowances payable as part of this package. No
accommodation and relocation expenses are payable in connection with this
position. This position is for a full time employment, on a fixed term basis
for one-year, subject to three-month probation period.

This role is also suitable for a job share, where (normally) two jobholders
share responsibility and split the job between them. Job sharing applicants
should clearly indicate in your cover letter that you are applying for job
share and include how many hours/ days per week you will be available to work.
Should you already have a job share partner, both applicants will need to
submit an application separately, and provide the name of your job share
partner in your cover letter.
