ORGANIZATIONAL CONTEXT


The United Nations Industrial Development Organization (UNIDO) is the
specialized agency of the United Nations that promotes industrial development
for poverty reduction, inclusive globalization and environmental
sustainability. The mission of UNIDO, as described in the Lima Declaration
adopted at the fifteenth session of the UNIDO General Conference in ‎2013 as
well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO
General Conference in ‎2019, is to promote and accelerate inclusive and
sustainable industrial development (ISID) in Member States. The relevance of
ISID as an integrated approach to all three pillars of sustainable development
is recognized by the ‎2030 Agenda for Sustainable Development and the related
Sustainable Development Goals (SDGs), which will frame United Nations and
country efforts towards sustainable development. UNIDO's mandate is fully
recognized in SDG-‎9, which calls to "Build resilient infrastructure, promote
inclusive and sustainable industrialization and foster innovation". The
relevance of ISID, however, applies in greater or lesser extent to all SDGs.
Accordingly, the Organization's programmatic focus is structured in four
strategic priorities: Creating shared prosperity; Advancing economic
competitiveness; Safeguarding the environment; and Strengthening knowledge and
institutions.


Each of these programmatic fields of activity contains a number of individual
programmes, which are implemented in a holistic manner to achieve effective
outcomes and impacts through UNIDO's four enabling functions: (i) technical
cooperation; (ii) analytical and research functions and policy advisory
services; (iii) normative functions and standards and quality-related
activities; and (iv) convening and partnerships for knowledge transfer,
networking and industrial cooperation. Such core functions are carried out in
Departments/Offices in its Headquarters, Regional Offices and Hubs and Country
Offices.


The Directorate of Environment and Energy (EAE), headed by a Managing
Director, aims to integrate and scale-up the energy and environment activities
focusing on supporting governments and industries to provide sustainable and
resilient soft and hard infrastructure for industrial development, supporting
industries to contribute to climate neutral circular economy, and supporting
governments and industries in fulfilling national commitments under
multinational climate and environmental agreements. The Directorate consists
of the Department of Environment and the Department of Energy.


The Department of Environment (EAE/ENV) contributes to ISID and the
implementation of the SDGs, in particular of SDG ‎9, by greening existing
industries and products, as well as by facilitating creation of new green
industries and products, and by minimizing resource use along value chains and
during the lifetime of products, facilitating uptake of circular economy
practices.


The Department promotes the concept of circular economy, sustainable design of
products with less materials, being easy to maintain and incorporating
longevity, industrial resource efficiency to improve the effective use of
natural resources including in particular materials and water; assists
developing countries and countries with economies in transition to achieve the
objectives of and compliance with multilateral environmental agreements;
reduces the release of industrial pollutants into the environment; and
improves sustainable access to water for productive uses.


The Department encourages industrial development for economic growth that is
sustainable, resource efficient, beneficial to the climate, and resilient as
well as protective of the natural environment and human health, and keeps
workers, communities and consumers safe. Its activities serve to improve
competitiveness, as well as development of and access to markets, particularly
for SMEs.


The Department acts as the focal point in UNIDO for various multilateral
environmental agreements and multilateral co-operation in the field of the
environment: the Montreal Protocol on Substances that Deplete the Ozone Layer;
the Stockholm Convention on Persistent Organic Pollutants; and the Minamata
Convention on Mercury; as well as other relevant international initiatives and
conventions such as the Strategic Approach to International Chemicals
Management (SAICM), and multilateral co-operation in initiatives like the
Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge
Platform (GGKP) and the Green Industry Platform (GIP). The Department
coordinates its service delivery with the services offered by other technical
departments, and other relevant organizational entities of UNIDO.


This position is located under the Montreal Protocol Division (EAE/ENV/MPD)
which is responsible for planning, developing and implementing activities for
developing countries and countries with economies in transition to facilitate
compliance with the Montreal Protocol and in particular its Kigali Amendment,
and to support countries to achieve their nationally determined contributions
to reduce emissions of greenhouse gases under the Paris Agreement through
activities related to the Montreal Protocol and its Kigali Amendment. The
services of the division are focusing in particular on transformative
approaches for manufacturing in refrigeration, air conditioning and insulation
foam sectors; related working fluids and chemicals; total greenhouse gas
emissions caused by related products; their green design to extend their
lifetime and reduce further their greenhouse gas emissions; as well as related
capacity building and policy support.


PROJECT CONTEXT


At the 19th Meeting of the Parties to the Montreal Protocol on Substances that
Deplete the Ozone Layer, held in Montreal in ‎2007, the Parties agreed under
Decision XIX/‎6 on the "Adjustment to the Montreal Protocol with regard to
Annex C, Group I substances (HCFCs)" to "accelerate the phase-out of
production and consumption of hydro chlorofluorocarbons (HCFCs)", thus calling
for urgent action towards the phase-out of HCFCs.


The HCFC Phase-Out Management Plan (HPMP) Stage II, for Egypt was approved at
the 79th meeting of the Executive Committee of the Multilateral Fund for
Implementation of the Montreal Protocol in July ‎2017.


Activities of the second tranche under the HPMP Stage II focus on the
residential and commercial air-conditioning sector and refrigeration service
sectors, as well as policy and enforcement measures for improved control of
HCFCs that fall under several line Ministries and industries. In order to
efficiently implement the HPMP, a Project Management Unit (PMU) will be
developing annual implementation program, data collecting and reporting
systems, monitoring and supervision of the day to day implementation
activities.


SCOPE OF SERVICE


Under the supervision of the National Ozone Officer and UNIDO project manager,
the incumbent is expected to carry out the following duties:


MAIN DUTIES


Expected duration: Continuous over a ‎5-‎6 month period.


‎1. Assist the execution of project components including:
(i) developing and updating the work plan and executing the agreed activities
in a timely manner,
(ii) draft progress reports at requested intervals (usually twice a year),
(iii) finalizing tranche request drafts,
(iv) liaising with governmental counterparts and stakeholders, and
(v) ensuring contribution to and reliable record keeping of:
* Drafts of the Kigali Implementation Plan,
* Joint assistance to residential AC companies to complete the conversion, and
* Assistance to a Reclamation Center to initiate the reclamation activities including updating the reclamation guidelines;
(vi) Coordinate and monitor the activities of Stage II of the HPMP and other
projects including:
* Supporting the recovery and recycling network of refrigerants,
* Commercial AC project, and
* Assist the communication and advocacy consultant.


Outputs to be achieved:
Smooth execution of the activities of Stage II and other projects.


‎2. Develop the gender strategy of HPMP Stage II Egypt.
Outputs to be achieved:
Identifying female graduates and role models for advocacy in each sector and
conducting surveys.


‎3. Process the procurement SAP requests.
Outputs to be achieved:
Procurement processes initiated and monitored timely.


‎4. Planning a side event for COP27 of the United Nations Framework Convention
on Climate Change.
Outputs to be achieved:
Coordination with the UNIDO Egypt Office.


‎5. Coordinate of the Global Seasonal Energy Efficiency Ratio project for
Green Climate Fund in Egypt and beyond.
Outputs to be achieved:
Project concept drafted for Egypt.
‎6. Oversee the overall work of the PMU by liaising with the other national
consultants to coordinate and monitor activities of the projects in the field.
Maintain and follow up the mechanism for coordinating project implementation
and monitoring between UNIDO Headquarters, the UNIDO Field Office, the NOU and
the PMU in Egypt by facilitating the implementation of project activities and
taking appropriate coordinated action including UNSDCF reporting.
Outputs to be achieved:
Activities coordinated and PMU functions as a team; substantively contribute
to UN reporting.


MINIMUM ORGANIZATIONAL REQUIREMENTS

Education:
* Advanced university degree in engineering, science, economics, or in a closely related field, is required.


Technical and Functional Expertise:


* A minimum of three (‎3) years professional experience in the field of environment, including at least one (‎1) year in designing and drafting projects in Egypt, is **required**.

Languages: Fluency in written and spoken, both in English and Arabic is
required. Fluency and/or working knowledge of another official UN language
is desirable.
