Result of Service
The consultant will be working on home basis with Travel to selected countries
in the MENA region. He/She shall undertake the following substantive tasks and
responsibilities:
* Conduct necessary desk review and elaborate an assessment questionnaire to identify gender needs and gaps;
* Moderate online meeting (s) with relevant authorities and relevant UN agencies as needed;
* Provide analytical report on current status of gender equality and recommendation for potential AIRCOP support (per country);
* Review the work of AIRCOP on gender equality and mainstreaming and develop new training material and tools as needed or support the customization of available materials for the purpose of the assignment and the regional context;
* Design, customize and deliver four national workshops in selected countries in the MENA region (potentially including Jordan, Lebanon, Iraq, Morocco, Algeria)
* Identify potential expert(s) needed to support delivery of parts of the workshops and coordinate their interventions;
- Develop pre- and post- workshop evaluation to identify amount of knowledge
gained;
* Provide a final report reflecting workshops outcomes, knowledge gained and recommendations for future capacity building in the same field.
* Produce notes, briefings and reports, as well as social media and other advocacy material, on gender and diversity considerations within AIRCOP MENA.

Duties and Responsibilities
In close coordination with the AIRCOP MENA team, the consultant will be
required to map existing national strategies and efforts pertaining to gender
equality and women empowerment specifically at airports and/or within law
enforcement agencies, develop and deliver four national workshops on gender
equality and the empowerment of women in law enforcement at international
airports.


More specifically,
* The consultant will be required to conduct a brief desk review (using sources such as the national action plans/strategies for women, peace and security, the CEDAW country reports, and any other reports providing statistics and status quo of the country and women representation in LEA at airports), arrange meetings with relevant UN agencies, national and civil society organizations as well as to prepare an assessment/needs identification questionnaire for the relevant authorities. The data collection and questionnaire shall aim within the extent possible to (i) identify statistics of women in law enforcement at international airports (ii) review existing gender-measures and policies in LEA operating at international airports and identify the internal tools used to encourage women to join LEA and advance in this career (iii) identify gender challenges and gaps in LEA operating at international airports, (iv) identify specific needs (infrastructure, capacity building, work environment adjustments, etc) of women in LEA operational at international airports.




  • The consultant shall provide his/her country analysis of status of women representation, existing gender-measures and policies, gender challenges and gaps; and identifying specific gender needs (infrastructure, capacity building, work environment adjustments, etc) to enhance gender equality in LEA operating at international airports and provide AIRCOP with good practices and recommendations for the support that could potentially be provided by the programme for each of the selected countries.




  • Based on the outcome of the mapping and analysis, the consultant is required to design and deliver four national workshops that provide an understanding of the concepts of gender, gender equality and gender mainstreaming as well as emphasize on the importance of these concepts within the work of law enforcement agencies (LEA) at international airports in the MENA region. Should the context allow, the workshops should promote exchange of experiences and good practices between national agencies on inclusion of women and steps towards achieving gender balance within LEA such as establishment of gender units or appointing gender focal points at international airports. The consultant shall develop the workshop materials, customized to national contexts, and include interactive exercises and hand-on activities that promote and assist in mainstreaming gender equality within LEA at international airports.




  • The consultant shall also identify and coordinate with additional experts to support the delivery of specific contents during the workshops. The consultant shall develop a pre/post workshop evaluation template and a report on each workshop. All workshops shall be delivered in person.
    Qualifications/special skills
    An advanced university degree (Master's degree or equivalent) in the fields of
    gender studies, international relations, public administration, political
    science, international relations, law criminology, or criminal justice, crime
    prevention and/or law enforcement is required. A first-level university degree
    OR equivalent academic education, professional training with certification
    from a recognized international/national police, customs, or other staff
    training institution, with specialization in criminal justice, crime
    prevention, criminal investigation, law enforcement, border management, border
    working techniques and/or other related areas, in combination with additional
    years of qualifying experience may be accepted in lieu of the advanced
    university degree. Certification or other qualification in training design and
    delivery is an advantage
    Minimum of ‎5 years of progressively responsible experience in gender field at
    the international or national level is required;
    Proven experience in designing and delivering gender training in the field of
    law enforcement or related fields is required;
    Previous experience in the MENA region is an desirable;
    Previous experience with UN and/or Government entities is desirable;
    Excellent drafting and presentation skills is required;
    Excellent command of Microsoft office tools, as well as other research and
    analysis methodologies and tools is required;
    A recent sample of a presentation of content on gender, that has been
    developed for a law enforcement audience is desirable
    Languages
    English and French are the working languages of the United Nations
    Secretariat. For this post, fluency in oral and written English is required.
    Knowledge of Arabic an advantage.
