ORGANIZATIONAL CONTEXT


The United Nations Industrial Development Organization (UNIDO) is the
specialized agency of the United Nations that promotes industrial development
for poverty reduction, inclusive globalization and environmental
sustainability. The mission of UNIDO, as described in the Lima Declaration
adopted at the fifteenth session of the UNIDO General Conference in ‎2013 as
well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO
General Conference in ‎2019, is to promote and accelerate inclusive and
sustainable industrial development (ISID) in Member States. The relevance of
ISID as an integrated approach to all three pillars of sustainable development
is recognized by the ‎2030 Agenda for Sustainable Development and the related
Sustainable Development Goals (SDGs), which will frame United Nations and
country efforts towards sustainable development. UNIDO's mandate is fully
recognized in SDG-‎9, which calls to "Build resilient infrastructure, promote
inclusive and sustainable industrialization and foster innovation". The
relevance of ISID, however, applies in greater or lesser extent to all SDGs.
Accordingly, the Organization's programmatic focus is structured in four
strategic priorities: Creating shared prosperity; Advancing economic
competitiveness; Safeguarding the environment; and Strengthening knowledge and
institutions.


Each of these programmatic fields of activity contains a number of individual
programmes, which are implemented in a holistic manner to achieve effective
outcomes and impacts through UNIDO's four enabling functions: (i) technical
cooperation; (ii) analytical and research functions and policy advisory
services; (iii) normative functions and standards and quality-related
activities; and (iv) convening and partnerships for knowledge transfer,
networking and industrial cooperation. Such core functions are carried out in
Departments/Offices in its Headquarters, Regional Offices and Hubs and Country
Offices.
The Directorate of Environment and Energy (EAE), headed by a Managing
Director, aims to integrate and scale-up the energy and environment activities
focusing on supporting governments and industries to provide sustainable and
resilient soft and hard infrastructure for industrial development, supporting
industries to contribute to climate neutral circular economy, and supporting
governments and industries in fulfilling national commitments under
multinational climate and environmental agreements. The Directorate consists
of the Department of Environment and the Department of Energy.


The Department of Environment (EAE/ENV) contributes to ISID and the
implementation of the SDGs, in particular of SDG ‎9, by greening existing
industries and products, as well as by facilitating creation of new green
industries and products, and by minimizing resource use along value chains and
during the lifetime of products, facilitating uptake of circular economy
practices.


The Department promotes the concept of circular economy, sustainable design of
products with less materials, being easy to maintain and incorporating
longevity, industrial resource efficiency to improve the effective use of
natural resources including in particular materials and water; assists
developing countries and countries with economies in transition to achieve the
objectives of and compliance with multilateral environmental agreements;
reduces the release of industrial pollutants into the environment; and
improves sustainable access to water for productive uses.


The Department encourages industrial development for economic growth that is
sustainable, resource efficient, beneficial to the climate, and resilient as
well as protective of the natural environment and human health, and keeps
workers, communities and consumers safe. Its activities serve to improve
competitiveness, as well as development of and access to markets, particularly
for Small and medium enterprises.


The Department acts as the focal point in UNIDO for various multilateral
environmental agreements and multilateral co-operation in the field of the
environment: the Montreal Protocol on Substances that Deplete the Ozone Layer;
the Stockholm Convention on Persistent Organic Pollutants; and the Minamata
Convention on Mercury; as well as other relevant international initiatives and
conventions such as the Strategic Approach to International Chemicals
Management (SAICM), and multilateral co-operation in initiatives like the
Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge
Platform (GGKP) and the Green Industry Platform (GIP). The Department
coordinates its service delivery with the services offered by other technical
departments, and other relevant organizational entities of UNIDO.


This position is located under the Industrial Resource Efficiency Division
(EAE/ENV/IRE) which is responsible for supporting capacity development of
industry, government, environmental service providers, IGOs and NGOs to scale
up and mainstream the production of greener products and adoption of resource-
efficient and cleaner patterns of production and circular economy policies and
practices that improve profitability of industries while creating social and
environmental benefits. Greening of products and industrial processes and
introduction of new business models along supply and value chains, as well as
the promotion of Eco-Industrial Parks are core activities.


PROJECT CONTEXT


Three projects are the subject of this Terms of Reference, the Inclusive green
growth in Egypt (IGGE) project and the SwitchMed II and TEST Niger;


IGGE project (ID ‎170146)
The IGGE project (ID ‎170146) contributes to the efforts of the Government of
Egypt, and in particular the Ministry of Trade and Industry, to boost growth,
productivity and job creation in Egypt, while at the same time safeguarding
the environment. Concrete actions are being implemented by the project in the
governorates of Luxor and Qena in at least five clusters and value chains
related to sectors contributing to the development of a green economy, i.e.
sustainable agriculture and food production, waste management, and sustainable
energy.


The project supports MSMEs to improve productivity, innovation and growth,
enhance the employability of young women and men in targeted sectors, and
mainstreams green growth approaches into government policies and strategies.


SwitchMed II (ID ‎180228)


SwitchMed II is a regional programme financed by the European Union (EU),
through the Directorate General for Neighbourhood and Enlargement Negotiations
(DG NEAR), aimed at fostering sustainable consumption and production (SCP)
patterns in the Southern Mediterranean region (Algeria, Egypt, Israel, Jordan,
Lebanon, Morocco, Palestine and Tunisia). The overall objective is to
stimulate the creation of new greater business opportunities and decent
employment while reducing the environmental footprint of consumption and
production activities. SwitchMed II builds on the results from the SwitchMed I
(‎2014-‎2018) and will take advantage of the experience and capacity built
during the first phase.


SwitchMed II consists of three components, (i) Direct support to the private
sector, (ii) Creation of an enabling environment and (iii) Coordination,
networking and communication. UNIDO is the lead agency coordinating the
Action, and implements the programme in partnership with the United Nations
Environment Program (UN Environment), Economy Division, and the Regional
Activity Center for Sustainable Consumption and Production (SCP/RAC) of UNEP-
MAP.


UNIDO implements activities as part of the direct support to the private
sector, as well overall coordination and programme management. Support to the
private sector is carried out through the MED TEST III subcomponent on the
promotion of greener and circular industry. It builds upon the results of
SwitchMed I which successfully demonstrated and implemented the Transfer of
Environmentally Sound Technologies (TEST) methodology in the eight countries
of the region.


TEST Niger: (ID ‎140323 )


The TEST Niger project or, according to its official name, "Improving IWRM,
Knowledge-based Management and Governance of the Niger Basin and the
Iullemeden- Taoudeni/Tanezrouft Aquifer System (NB-ITTAS)" is a regional
project financed by the Global Environment Facility and jointly implemented by
UNDP and UNEP to support ‎11 countries in Western Africa (Algeria, Benin,
Burkina, Cameroon, Chad, Cote d'Ivoire, Guinea, Mali, Mauretania, Niger and
Nigeria).


These countries are in partnership with the Niger Basin Authority and the
Observatory of Sahara and Sahel to support the implementation of the Strategic
Action Programme for the Niger River Basin, to expand the knowledge base
required for the improved management of the Iullemeden-Taoudeni/Tanezrouft
Aquifer System (ITTAS), and to promote the conjunctive management of the
surface and groundwater management in the basin.


The overall objective of this UNDP-UNEP-GEF project is to support the
Integrated Water Resource Management (IWRM) concept to benefit communities and
the resilience of ecosystems.


To reduce pollution in the basin through industrial activities and to promote
active participation of the private sector in the pollution reduction efforts,
the project supports through its Component ‎3 the roll-out of the Transfer of
Environmentally Sound Technology (TEST). TEST will contribute to reducing
wastewater discharges and pollution loads in the Niger River basin through
systematic and integrated approach in partnership with private sector.


UNIDO has been chosen as an entity responsible for the successful roll-out of
the TEST in the basin for its knowledge and expertise required for the
successful TEST application.
The Niger Basin Authority and the Ministries of Water Resources and
Environment of the riparian countries (Benin, Burkina Faso, Cameroon, Chad,
Cote d'Ivoire, Guinea, Mali, Niger, and Nigeria), the Ministries and national
institutions in charge of industrial development are the primary counterparts
for this project.


MAIN FUNCTIONS:


The Regional TEST expert and coordinator (Egypt Jordan, Palestine and Niger
river basin countries) will work in close coordination with UNIDO's project
managers and the SwitchMed II Chief Technical Advisor, being responsible for
the following duties:

  • Coordination of the MED TEST III activities in Egypt:

  • Regularly update the overall, and particularly the yearly, workplan of the project, preparing regular reports on the progress for UNIDO;

  • Maintain regular information exchange and arrange for regular coordination meetings with IMC (the national executing agency) as well as other relevant stakeholders (National Focal points at the Ministry of Industry, Environment, EU Delegation, EBRD Egypt, UNIDO regional office).

  • Arrange periodical Advisory Board meetings to present progress on implementation to the key stakeholders.

  • Facilitate coordination of MED TEST III activities with other relevant UNIDO projects in Egypt (e.g. cotton project, GEIPP, IGGE), maintaining information channels and collaboration with other relevant programmes implemented by other donors/ agencies.

  • Local coordination of project's activities to ensure its smooth implementation. This will include for instance: support in the development of roadmaps; coordination of international experts tasks and IMC support on the ground during the implementation of the pilot projects; take part in relevant meetings with international textile brands; presentation of the pilots and the national roadmap to the local stakeholders; establish contacts and communication with local beneficiaries as needed, including local visits as needed;

  • Coordinate round table discussions with local stakeholders to develop national roadmap for scale-up of local circular textile value chain.

  • Coordinate with the international experts the finalization of national roadmaps, and secure the stakeholders' validation of the final roadmap

  • Follow up with the international expert to complete two pilot projects on ZDHC; and national roadmap for scale-up the uptake of safer chemical management in textile industries

  • Organize dissemination events in cooperation with stakeholders, and international consultants to share findings from the pilot actions, and national roadmaps. follow participate in the identification of textile waste recycling pilots and follow up pilot implementation.

  • Ad-hoc guidance and support to facilitate the accreditation of local entity(ies) as ZDHC training providers, and testing laboratories;

  • Participate to relevant international events such as SwitchMed Networking Facility Connect events.

  • Technical advisory MED TEST III activities in Jordan:

  • Provide on the job training and technical support to service providers and industries through regular on-line sessions and remote communication during the do-check-act steps of TEST in ‎6 industrial demonstrations (food sector), and the development of fact sheets

  • Regular monitoring of progress of TEST implementation in the ‎6 industries in close coordination with RSS team and the SPs, including quality assurance of intermediate and final deliverables.

  • Provide input for activating the qualification scheme, or development of recognition scheme for service providers that have successfully completed implementation of TEST in Jordan companies

  • Coordinate and support in setting-up academia curricula on RECP/TEST within interested universities.

  • Coordinate the smooth implementation of international sector experts' missions aiming at developing saving measures in seven chemical and agrochemical companies in Jordan and review the respective deliverables (quality assurance).

Example of these include contribution to introduction of TEST tools and material on UNIDO knowledge hub, contribute to I-GO initiative, developed by the Green Industry Platform, or other knowledge sharing platforms.

MINIMUM ORGANIZATIONAL REQUIREMENTS


Education: Advanced university degree in engineering, economics or
business administration, or closely related field, is required.


Technical and Functional Experience :



  • A minimum of seven (‎7) years work experience in technical support services in Egypt, including capacity building, market access and business development, industrial process optimization, or production system modernization, is required.

  • Experience and full proficiency in MS Office (Word, Excel, PowerPoint, MS Project, Access, etc.), internet/email, is required.

  • Experience in international development donor projects and technical cooperation targeting SMEs is desirable.

  • Experience on the UNIDO TEST methodology for integrated resource efficiency with at least ‎10 industry projects successfully completed in the last ‎3 years is desirable.

  • Experience and/or knowledge of modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations is desirable.


Languages : Fluency in written and spoken English and Arabic is
required. Fluency and/or working knowledge of another official UN language
is desirable.
