Project Description:
The WESE program is designed to engage, leverage, and partner with the private
sector as well as public social service initiatives to encourage women 's
participation in the workforce; generate demand for financial services;
promote tailored, market-based solutions to women's economic empowerment; and
strengthen GBV prevention and response such that women become more
economically and socially resilient.
WESE activities integrate, mutually reinforcing private and public sector-
led approaches that aim to change power relationships, transform
structures, and build agency to effect results along critical change
pathways. The program interventions are designed to lead women in priority
governorates feeling safe, valued, and empowered at work; motivated and able
to embrace financial autonomy; and respected and free from violence in their
homes, communities, and workplaces.
The program works closely with market-based partners to develop, lead,
scale, sustain, and champion innovative solutions, recognizing the economic
AND social benefits of gender-inclusive, empowering policies and practices.
Job Summary:
Will oversee all internal and external communications of WESE activities. In
close collaboration with the COP, He/She will ensure effective reporting and
policy briefs are produced to develop consistent and engaging messages of the
program. This will also include preparing detailed media reports, press
releases, and communication materials. Since there are some limitations due to
COVID, the Communications Advisor will also play a major role in creating
virtual materials and training packages that may include interactive tools and
activities to engage participants in virtual capacity building activities. The
Communications Advisor will also play an important role with the COP in
establishing relations and linkages with high level officials and project
counterparts.
Primary Responsibilities and Duties:
* With minimal administrative oversight, essential responsibilities will include and not be limited to the following:
* Working with the WESE team, USAID, GOE, and other stakeholders, Produces reports, articles, Audio/Visual material, and other promotional and marketing materials on WESE activities.
* Manages and maintains the project web presence and social media.
* Responsible for the development of the quarterly and annual report, event briefs, and other project outreach activities.
* Interacts with the USAID communication team, ensures that all materials are produced in accordance with USAID rules and regulations as stipulated in the project Branding and Marking plan and that all necessary approvals are obtained.
* Interacts with the Egyptian media (TV, radio, newspapers, online, etc.) to promote WESE initiatives.
* Seek out and identify newsworthy events with regard to WESE activities.
* Use written and visual reports to document information with the intent of disseminating it effectively to a nationwide audience.
* Assist in the creation of graphics to ensure optimum effectiveness and impact for annual reports, brochures, newsletters, and other marketing materials.
* Manages relationships with quality print and marketing vendors in Egypt. Arranges delivery of finished marketing materials/swag; participates in job estimation, vendor specification and vendor relations; oversees bid specifications for jobs assigned to outside vendors.
* Coordinate with media relations management firms in Egypt to develop and distribute local and national media releases and pitch story ideas. Must have perspective on the best way to contact and work with these entities in an effective and strategic manner.
* Coordinates communications efforts with USAID, the WESE team, GOE counterparts and stakeholders.
* Travel frequently to document and highlight project efforts in the specified WESE governorates.
* Attend project team meetings, in-person, or teleconference, during business and on occasion during non-business hours.
* Researches and identifies new audiences for content.
* Willing to carry out tasks outside of the scope of work, when needed, to support project implementation.
Required Qualifications:
* Bachelor's degree in Journalism, English, Communications, or a related field AND a minimum of five years of related experience OR any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.
* Experience in previous USAID or international project related positions is highly preferred.
* Language Proficiency: Level IV (fluent) oral and written English and level IV (fluent) oral and written Arabic.

* Skill in composing, editing, and proofreading written materials.
* Skill in organizing and coordinating.
* Skill in establishing and maintaining effective working relationships.
* Knowledge of publication format and editorial practices.
* Skill in planning and implementing communications programs.
* Skill in methods, techniques and practices of graphic design and desktop publishing.
* Skill in the use of personal computers and related software applications.
Effort, Reporting and Other Administrative Requirements:
The Communications Advisor is a full-time position that reports to the Chief
of Party who will coordinate with the Communications Advisor, on all
programmatic aspects of his/her employment, including but not limited to job
description, duties, qualifications, working environment, and performance. The
Communications Advisor will be based in Cairo, Egypt.
Working environment:
This position will interact with the WESE project team, WESE partners, GOE
counterparts, stakeholders, print and digital media outlets / platforms.
Required to travel to various locations within Egypt, specifically WESE
defined governorates.
