Job Purpose
The HR Operations Manager is responsible for designing and implementing
Compensation & Benefits programs at DHL Express while ensuring consistent
execution of the HR policies and Employee Governance related matters as per
the Egyptian Labor Law.
The jobholder provides recommendations to SMT and Line Managers on day to day
C&B and HR Operations matters in line with the market best practice and the
business strategy.
Ensure that the day to day HR Operations (policies, procedures & payroll) are
well implemented at an optimal level and in compliance with the Group
guidelines and local legislative requirements.
PRINCIPAL ACCOUNTABILITIES
C &B and HR Operations Management
* Act as Custodian of the C&B policy and benefits matrix
* Work with managers to build an understanding of the compensation approach, policies and benefits
* Implement effectively C&B programmes/practices consistent with the Company's positioning in the labour market and in compliance with the country labor law guidelines
* Managing the Governmental relations related matters for Social Insurance and Labor Law office (Form ‎1, ‎6, ‎2)
* Manage the ad-hoc social insurance and Labor law inspections and provide the required documents for immediate closure
* Accurate administration to all personnel related matters
* Regular updates to Employees' files
* Conduct the yearly salary surveys i.e.: WTW and Mercer to compare DHL practice against market practices and ensure that DHL salaries remain competitive in the market.
* Run monthly staff cost analysis and provide recommendations for corrective actions
* Analyze the survey results and submit recommendations for Annual Salary Reviews, Retention of talent and maintaining staff turnover at balance in line with the market conditions, business objectives and Regional Office recommendations.
* Conduct the annual merit cycle and yearly bonus pay out and ensure timely implementation
* Work with line managers to ensure that appropriate incentive schemes are up-to-date and in place for all eligible staff while reviewing the effectiveness of the existing schemes
* Responsible for implementation and communication of any changes to the C&B policies or procedures
* Monitor the monthly HR KPIs, run the required analysis and provide corrective actions
* Implement any projects related to C&B as required
Payroll Management
* Implement the monthly payroll in a timely, efficient manner while ensuring accuracy
* Ensure up to date and proper documentation to any changes in the employees' status
* Review HR Submission on HRIS
HRIS Management & Reporting
* Manage and regularly update HRIS & E-HR to ensure that all personnel records are accurate and up to date
* Run the required CRISP Reporting
* Submit the monthly HR notes to Finance
* Prepare HR monthly reports / analysis to Management with recommended actions
Budgeting
* Work on the development and administration of the annual HR budget. Provide reports, benchmarking and trend analysis on Personnel Cost, Headcount, Temp, FTE, Overtime, Commissions & Incentives, etc…
* Manage all aspects of the annual salary review and bonus process
HR Audits
* Act as focal point of contact with external / internal auditors while ensuring all HR records are up-to-date and in place
Job Analysis & Job Evaluation
* Facilitate the job evaluation process for Country roles and provide recommendations on grades, salaries in line with the Global guidelines and job evaluation methodology approach
Team Management
* Develop and motivate direct report/s to deliver set deliverables and role in a professional and timely manner at a high standard
* Set targets and review performance (KPIs)
* Coach and provide guidance

service to managers and employees on Compensation & Benefits related
practices.

c) Problem Solving
The job holder is required to have analytical skills in order to understand
and provide directions and solutions to compensation & benefits related issues
i.e. identify HR related issues, understand and assess the problems by looking
at them alternative ways, anticipate consequences and develop options /
solutions to resolve them.
Job holder will also be required to analyse and interpret statistical & other
data and apply information to a specific issue / practice and give
recommendations.
d) Decision Making
Jobholder is required to make timely and appropriate choices based on accurate
analysis and experience. Advising line managers of appropriate salaries and
salary adjustments for recruitment, promotion and transfers.
e) Planning and Organisation
Jobholder is required to establish a systematic course of action to ensure
accomplishment of a specific objective. She/he sets priorities, goals, and
timetables to achieve maximum productivity. Coordinating salary and benefits
data in line to effectively enable line managers to conduct the annual salary
review process.
f) Position Challenge
Jobholder is required to identify / implement new trends and best practices in
HR to ensure DHL attracts, retains and motivates talent. Education and
influencing managers and employees in the Company's Compensation and Benefits
Policy.


KNOWLEDGE, SKILLS AND EXPERIENCE
Qualifications
Graduate with an HR degree or specialization
Experience
‎10-‎13 years of previous experience in Compensation & Benefits, Personnel,
Payroll, Budgeting, HR Audits, Salary Surveys and Social Insurance practices
Key Knowledge, Skills and Competencies
* Ability to influence at all levels
* Previous work experience in the implementation of Egyptian labor law regulations is a must
* Previous work experience in job evaluation & salary surveys is a must
* Previous work experience in developing HR policies, SOPs and implementing reward and remuneration solutions is a must
* Excellent interpersonal, communication, writing and presentation skills
* Results driven - demonstrates initiative and ability to work independently
* Excellent knowledge of MS Office
* Excellent quantitative, reporting and analytical skills
* Strong project management, planning & organizational skills
