Ending gender-based violence against women and girls, including harmful
practices, has been a clear and committed priority of the Government of Egypt.
There have been gains in terms of gradually evolving legislative frameworks
and increased national-level awareness about the prevalence of gender-based
violence and the legislative provisions to protect individuals from harm. The
most significant gains in recent years have been the establishment of core
essential services for women and girls escaping violence. These gains and
investments are important, but so are the demands.
Building on over 20 years of investments, partnerships and technical
expertise, UN Women Egypt Country Office (ECO)'s Portfolio works with national
stakeholders in strengthening the capacity of duty-bearers to provide quality
essential services for survivors of violence in an integrated and coordinated
manner. In this regard, UN Women supports the provision of shelters, legal
aid, and psycho-social support for survivors of violence. UN Women also
supports advancing positive social norms, attitudes, and behaviors at the
individual and community level; and establishing and operating safe and
economically viable public spaces for women and girls who are empowered to
access and use them.
In partnership with the Government of Egypt, UNFPA, and funded by USAID, UN
Women is launching a new five-year Programme with two main components a)
strengthening the enabling environment for the prevention of all forms of
gender-based violence against women and girls; and b) adapting and supporting
the scale up of proven national and local services and interventions that
prevent, protect, and respond to violence against women and girls through a
coordinated response and integrated quality of care under the existing
national referral pathways. Under the two components of the Programme,
priority will be given to local-level capacity strengthening through national-
to-local partnerships between and among the Government of Egypt, civil society
organizations and community-based organizations.
Reporting to the Programme Specialist heading the UN Women ending violence
against women and girls portfolio and working closely with the Programme
Analysts in the unit, the Programme Associate works with and provides support
to the members of the Programme Team in the development and implementation of
effective programmes consistent with UN Women rules and regulations and as per
the requirements of the USAID financing agreement. The Programme Associate
contributes to research, financial management, and Programme implementation
including providing necessary operational, administrative, and programmatic
support. The Programme Associate works in close collaboration with the
operations, Programme and projects' staff in the UN Women Egypt CO and
Regional Office as required for resolving complex finance-related issues and
exchange of information.
Objective
The Program Associate will be responsible for providing advanced
administrative and logistical support to the formulation and management of the
USAID-supported Programme on ending gender-based violence against women and
girls, in accordance with UN Women policies and procedures.
Provide administrative and logistical support to the formulation and
management of programmes
* Provide administrative support in the preparation of Programme work plans, budgets, and proposals on Programme implementation arrangements;
* Provide technical guidance to the UN Women Egypt Country Office (ECO) and executing agencies on routine delivery and reporting of Programme supported activities and finances;
* Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
* Review Programme data from programmes/ projects for the ECO website;
* Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers.
Provide administrative support to the financial management of the Programme
Unit
* Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project.
* Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
* Review financial reports; prepare non-PO vouchers for development projects;
* Process payment for consultants;
* Maintain internal expenditures control system;
* Create requisitions in Quantum for development projects; register good receipts in Quantum;
* Assist in the preparation and follow up of cost-recovery bills in Quantum.
Provide administrative support to the Programme Unit
* Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions.
* Make travel arrangements for the Programme Team, including travel requisitions and claims;
* Prepare public information materials and briefing packets;
* Assemble briefing materials and prepare power-point and other presentations.
Provide administrative support to Resource Mobilization
* Prepare cost-sharing and other agreements; follow up on contributions within the ECO resource mobilization efforts;
* Organize, compile, and process information from donors, ECO, and Programme team, as inputs to various databases and documents.
Facilitate knowledge building and knowledge sharing
* Provide administrative support synthesis of lessons learnt and best practices related to Programme management and finance;
* Provide administrative support to the organization of training for the office staff and partners on Programme and operations related issues.

* Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
* Timely recording of overall Programme unit finances;
* Timely and accurate tracking of data for CO management and donor purposes;

Education and Certification

Experience
* At least 6 years of experience in project management cycle or relevant professional experience in administration, programme support service and finance, is required ; or at least 3 additional years of work experience with a Secondary Education degree in lieu of the Bachelor's university degree may be accepted;
* Experience in working in a computer environment using multiple office software packages, is required;
* Experience in the use of Quantum is an asset;
* Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required;
* Experience in general office support and project management is desirable;
* Very good organizational skills;
* Previous experience in the UN system is considered an asset.
Language Requirements
* Fluency in English and Arabic is required;
* Knowledge of the other UN official working language is an asset.
