NASLL PROGRAM BACKGROUND
Saving Lives and Livelihoods (SLL) is an Africa-wide partnership between
MasterCard Foundation, the Africa CDC, all African Union (AU) Member States
and a number of Africa-based implementing partners, including Project HOPE
Namibia (PHN). SLL aims to increase African Union (AU) Member States' COVID-19
vaccination capacity by helping to establish new or bolster existing COVID-19
Vaccination Centers (CVCs) in African countries, thereby achieving 60%
vaccination coverage among eligible populations. Project HOPE Namibia (PHN)'s
North Africa Saving Lives and Livelihoods (NASLL) project component supports
the provision of training, additional health workers and supplies to operate
fixed CVCs and mobile outreach vaccination teams. PHN and its partners will
work with MoHs and existing CVC managers to create surge staffing plans for
each CVC and mobile outreach team, train health worker cadres of and in, the
process, boost national EPI (Expanded Program of Immunization)'s capabilities
to administer vaccines while ensuring adequate data collection, monitoring,
tracking, information systems (including electronic health information
systems) as well as the necessary tools for data collection, analysis and
reporting are in place. NASLL' s 3-year project agreement was signed 1st
October 2022 and provides funding of approximately USD 17.9 million over the
life of the project. The NASLL's Project Management Unit (PMU) is based in
Cairo, Egypt, with remote participation by key staff from PHN's Windhoek,
Namibia, HQ office. Under the supervision and guidance by the PHN's NASLL PMU,
various configurations of country-level staff and local civil society
partnerships are being engaged in the Northern African countries targeted by
the NASLL project"
Job Summary
The Human Resources (HR) & Admin Officer will coordinate all the people-
related services and policies within for Project HOPE Namibia's North Africa
Saving Lives and Livelihoods (NASLL) Project. Provide general day to day human
resource support, information and advice to NASLL management and staff on all
human resource issues. Also responsible for coordinating all capacity building
and training of staff within the organisation.
Responsibilities:
1. Collectively with other members of the HR division ensure that established
HR policies, guidelines are in place, regularly updated and shared with
employees and induction done;
2. Assist with timely submission and verification of timesheets to detect
potential errors and ensure time allocation for co- funded employees are
assigned accordingly and proper filing system is in place;
3. Ensure the completion of new employees' HR forms includes SSC, pension,
and medical aid registration;
4. In coordination with the HR division team assist in preparation of
disciplinary and grievance matters ensuring that they are handled and
communicated to employees in accordance with PHN policy on grievances and
disciplinary as well as the local country Labour Law;
5. As part of the HR division team ensure up to date keeping of all personnel
records, employment contracts, job descriptions, HR letters and memos, leave
records, performance appraisals and other relevant documentation in individual
employee personnel files safely updated and locked away;
6. Ensure timely uploading of HR documentation into the electronic record
filing system;
7. Ensure monthly payroll updates are processed on VIP system for timely
action by Finance team;
8. Record all new employees and monitor probation periods for staff, minutes
and probationary confirmations in collaboration with immediate supervisors;
9. Assist with all staff recruitment, new-employee orientation, employee
relations counselling and exit interviewing in-line with Project HOPE Namibia
Policy; and
10. Perform any other HR duties as required.
