Job Description (Roles and Responsibilities)
The British Embassy in Cairo has a vacancy for a Deputy Head of Programmes
for the Conflict, Stability and Security Fund (CSSF) , job grade Higher
Executive Officer (HEO), on a fixed term contract for one (‎1) year.
This is an excellent opportunity to deliver and shape the CSSF programme
portfolio (£8m from Financial Year ‎22/‎23 to ‎24/‎25) in Egypt.
About CSSF
The CSSF is a unique cross-government Fund tackling some of the most complex
challenges to national security and international peace and stability faced by
the UK and our partners around the world. These threats range from terrorism
and serious organised crime, to newer evolving challenges such as cyber and
the destabilising potential of climate change and the COVID-‎19 pandemic.
Over the last six years, the CSSF has transformed the way the UK responds to
national security threats, including from conflict and fragility overseas. In
the last FY, CSSF funding has, for example: supported peacekeeping missions in
Somalia and Mali; helped the extradition from Libya and subsequent conviction
of a perpetrator of the ‎2017 Manchester Arena bombing; enabled the National
Security Communications Team 's modern slavery campaign to deter human
trafficking, contributing to the rescue of over ‎400 potential victims and
saving the UK c£134m; and supported the Colombian government to address
illegal deforestation and promote sustainable forest livelihoods. More

This year, with a budget of £874m, the CSSF is operating in ‎106 countries. The
Fund works towards both National Security Council objectives such as
protecting our people, UK Sustainable Development Goals, promoting just,
peaceful and inclusive societies; and achieving gender equality and empowering
all women and girls.
About the role
The Deputy Head of Programmes will provide insight and leadership on project
design, focus, and compliance, and co-lead a team delivering projects on areas
such as climate change and support to women and girls.

Duties and responsibilities:

In this role, the jobholder will be expected to design and deliver a wide
range of projects through effective programme management.
Your responsibilities will include:
* Deploying programme management experience on areas such as: financial management; risk management; due diligence; monitoring and evaluation mechanisms; procurement; internal and external communications; and cross-Embassy working and managing relationships with implementing partners. Work closely with London Programme Teams, ensuring that best practice is implemented across the programme.
* Lead on regular quarterly project reporting to London on progress towards milestones, detailing quarterly achievements towards outputs and outcomes. Ensure ad-hoc programme, communication, briefing, and financial requests by London are met. You will be supported by a CSSF Finance Officer who will lead financial management.
* Support or lead on the design of new projects, bringing together a wide range of external and internal stakeholders.
* Lead on communications for the Programme Unit, both internally and externally, promoting the achievements of the programme. Work with the Embassy's Communications Team to ensure best practice and maximise positive media coverage of project delivery.
* Demonstrate knowledge of development issues in Egypt and wider North Africa.
* Contribute to wider Embassy objectives on occasion, e.g., contributing to Embassy visits/ events or taking on a corporate responsibility such as Wellbeing or Learning and Development.
All CSSF funded roles must ensure compliance with the International
Development Gender Equality Act (‎2014) by demonstrating consideration for
gender equality and supporting CSSF ambitions to achieve the UK's Women, Peace
and Security objectives.
The above list is not exhaustive and the jobholder will be required to be
flexible and take on other ad hoc tasks as required. The job description may
be reviewed to meet changes in business needs.

Applicants must have the legal right to live and work in Egypt.
Essential qualifications, skills and experience
* Experience of working on policy and programme management and delivery in Egypt or the Middle East and North Africa (MENA) region.
* Experience of programme/ project management, including managing risk, monitoring, evaluation and learning (MEL).
* Excellent Arabic and English language skills, both written and spoken. Able to express ideas and messages clearly and concisely.
* Experience of or knowledge in conflict sensitivity, as well as a clear understanding of UK aid priorities.
* Experience of working with international delivery partners/ government institutions/ external stakeholders and international donors. Ability to maintain a range of contacts and build effective working relationships.
* Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.
* Excellent interpersonal and communication skills, with a strong customer focus. Confidence to work across the UK government with other teams and departments, and to engage confidently with other embassies and organisations.
* Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
* Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
* Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
Desirable qualifications, skills and experience
* Ability to think strategically to assess risks and opportunities for the programme.
* Ability to deputise for Head of CSSF Programmes where needed, and to represent the UK government with senior stakeholders, e.g., ministers.

Other benefits and conditions of employment
The Embassy aims to offer an attractive working environment and remuneration
package for this role, including a non-negotiable gross salary of USD ‎2,489
per month
, subject to insurance and tax as per the usual regulations, based
on a ‎36 hours per week. However, employees who are not liable to pay local
income tax on their Mission salary may have their salaries reduced by the
equivalent local income tax amount.
We offer a competitive package including medical benefits, performance related
bonus, recreational facilities, opportunities for job related training and
development, etc. There are no other allowances payable as part of this
package. No accommodation nor relocation expenses are payable in connection
with this position.
The role is for a full-time employment on a fixed term contract basis for
one (‎1) year, subject to three (‎3) months ' probationary period.

* Annual travel to London to learn with CSSF colleagues around the world;
* The opportunity to undertake wider corporate responsibilities.
There will also be a potential travel to London to ensure close working with
the respective teams and partners will be supported.
