Responsibilities of the United Arab Emirates University Procurement Executive:
* Determine the appropriate sources of procurement for the university, using best practices to ensure the best prices and quality.
* Communicate with government departments, universities, and other institutions to stay up-to-date on the latest developments and practices in procurement, prices, and market conditions. Transfer appropriate information to the university.
* Prepare and update procurement documents and forms in accordance with procurement policies and procedures.
* Categorize procurement plans into centralized and decentralized, linking them to approved initiatives and activities of university units. Circulate plans to all organizational units in the university.
* Supervise procurement operations carried out in decentralized organizational units of the university. Provide support and advice to procurement officers in these units.
* Hold training courses to familiarize all participants in the procurement process with the various units of the university.
* Ensure that more than one employee participates in each stage of the procurement process, and that the same employees do not participate in more than one stage. This ensures separation of duties and authorities to avoid individual control over the procurement process.
* Ensure that all participants in the procurement processes are committed to using the formulas and models of the procurement system.
* Prepare required reports and submit final recommendations and proposals for developing work and completing activities.
* Conduct market studies for different types of purchases according to work requirements. Submit reports on findings.
* Establish and maintain strong, long-term relationships with suppliers.
* Attract a larger number of suppliers to register in the official register of the university.
* Provide suggestions for the development and improvement of work procedures for procurement and supplier registration and evaluation.
* Coordinate and communicate with various university departments and financial departments regarding purchasing.
* Communicate with suppliers to obtain information on products or services, such as price, availability, and delivery schedules.
* Contribute to the selection of appropriate suppliers based on their specialization and registration status with the university.
* Collect a large number of quotations to achieve competition in procurement.
* Evaluate approved suppliers and take necessary measures to address low performance.
* Assist in preparing the annual procurement plan.
* Maintain records of purchasing transactions and document the procedures followed.
* Perform other duties related to procurement as assigned.
