Position Summary
The IT Planning Manager is responsible for managing IT strategy, financial and
procurement plans, Project Management Office functions, various contracts, and
IT governance and compliance. The objective is to support IT in planning the
required activities to ensure meeting the department objectives and
continuously monitor and support plan executions for all capital and
operational requirements.
Major Responsibilities
* Manage and oversee IT budget execution throughout the year to ensure optimized and timely completion of all financial requirements.
* Plan, monitor, and maintain IT short-term and long-term financial, procurement, and project management plans.
* Develop required reports to ensure committed deliverables are on track and provide corrective action plans to overcome any challenges.
* Manage all IT procurement requirements including manpower, hardware, and software ensuring good alignment between IT teams and various internal or external stakeholders.
* Lead the Project Management Office function within the IT department to ensure structured approach to plan, and deliver IT and DT capital and internal projects, meeting the set objectives of the projects.
* Continuously review IT policies, procedures, and guidelines to ensure full compliance and propose any required enhancement to support IT governance and service delivery.
* Manage and monitor all IT contracts to ensure requirements are clearly captured and vendors are executing contractors to the agreed terms and conditions.
* Ensure all KAPSARC licensed solutions (not limited to Enterprise Architecture and Enterprise Project and Portfolio Management) are kept updated with planning information.
* Ensure all contracts and purchase requisitions are submitted in a timely manner to ensure the services are active and/or renewed when needed and avoid any delays affecting IT service delivery.
* Provide IT planning reports and dashboards suitable for senior management and IT decision- makers.
* Provides Project and Program Management oversight for the multiple projects and review the planning and governance of projects deliverables, providing improvement recommendations.
* Assist the different IT teams to propose and roadmap technological solutions that will fulfil business needs while integrating together with other digital strategies and initiatives.
* Set and manage expectations and track progress with risk and dependency management.
* Develop Project Management and Quality Management framework and provide guidance for Project Management process, provide standardize templates for ease of collation of status, progress, and reporting.
* Act as point of contact for IT planning discussions and related reporting
Qualifications
* Minimum of 12 years of experience with bachelor's or 10 years with master's degree in IT Planning, Governance, and Project Management domains or in Information Technology-related field.
* At least 5 years in leadership role.
* Professional certifications in IT Service Management, Project Management, Finance, or other related domains such as: ITIL, COBIT, ISO, PMP.
