Description
SAIC has an immediate opening for a Program Manager in support of a program
based out of Riyadh, Saudi Arabia.The program manager will be be managing
performance of work related to C4i systems being installed in royal Saudi
naval ships. The ideal candidate must have exceptional leadership skills and
the ability to interact with foreign customers.
This role is located in Riyadh, Saudi Arabia.

Responsibilities
* Responsible for cost, schedule and performance during execution of program management and administrative support for RSNF Systems upgrade and refurbishment efforts.
* Responsible Direct Operations and Maintenance (O&M) engineering support and Integrated Logistics Support (ILS) for the upgrade and refurbishment of RSNF Systems.
* Direct and approve procurement of contractor acquired material (CAM) as necessary to ensure continued operations of RSNF Systems.
* Provide direct liaison with RSNF and PMW740 customer sets.
* Oversee technical and project support staff of Foreign Military Sales effort in Saudi Arabia.
* Advise RSNF Director of Communications and IT on best utilization of SAIC personnel.
* Provide oversight of in country program office and staff.
* Manage acquisition activities and technical management of subcontract performance and other duties associated with maintaining a staff on site in a foreign country.
Qualifications
Required Education
* Bachelors and fifteen (‎15) years or more of related experience; Masters and thirteen (‎13) years or more experience; PhD or JD and ten (‎10) years or more experience.
Required Clearance
* Minimum Interim Secret required, must be able to obtain a Secret clearance.
Required Skills and Experience:
* Understanding of cultural norms in Saudi Arabia.
* Demonstrated knowledge of Foreign Military Sales (FMS) processes and procedures.
* Demonstrated experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.
* Demonstrated experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and incentive pay).
* Experience demonstrated experience managing large-scale programs for FMS/security cooperation services valued at $6M+/year.
* Experience as an engineer supporting Command, Control, Communications, Computers and Intelligence (C4I) systems such as Global Command and Control System (GCCS) or related experience.
* Demonstrated experience working with United States Government (USG) military/government officials (e.g., Program Managers, GS-‎15 civilians, ‎0-‎6 field grade officers).
* Demonstrated experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and incentive pay).
* Demonstrated experience with the Naval Information Warfare Centers (NIWC) organization and its products/services.
* Demonstrated experience with successfully recruiting staff and retaining personnel.
* Demonstrated experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS Power Point (or similar software).
