Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence
Purpose:
The purpose of the job is to provide timely and reliable financial information
and analysis that leads to effective decision making.
Dimensions of the Role: The incumbent reports to the Program Unit Manager,
with dotted line to Senior Finance Officer. The incumbent directly supervises
Finance Assistant (Accounting Officer) for respective PU.
This role has no direct reporters
Accountabilities and Typical Responsibilities - Key End Results of Position
PU Financial Accounting Support Prepare and process all vouchers that related
to the PU in conformity with Plan policies and accepted financial principles.
Prepare & initiates bank instruments (checks, transfers, bank deposit, etc.),
and handle all PU bank matters with CIB. Ensure a comprehensive documentation
of all financial vouchers in PU. Responsible for calculate monthly PU shared
cost allocations and process the voucher on system after being reviewed and
approved to relevant projects. Handle staff advance payments and settlements
in the PU. Prepare bank reconciliation for PU bank accounts. Handle the
process of monthly PU cash forecast, and related target bank balance. Maintain
PU files, and archive PU supporting documents and financial reports in line
with finance policies and guidelines. Prepare all related documents that
needed to be presented to the government authority related to program unit.
Contribute as a finance committee member for all tenders that might be
processed in PU.
Financial Reporting Prepare financial reports that related to program unit in
order to ensure that management has the needed information to help for
decision-making process. Reconcile the balances of balance sheet accounts and
prepare PU’s Pack ‎2 schedules.
Budgeting Contribute to the process of program unit budget preparation in line
with financial policies and guidelines. Contribute to the process of
monitoring program unit budget in line with financial policies and guidelines.
Partners Review P2P advance requests tocheck the budget availability in
conformity with approved partner agreement. Review partner accounting cycle in
order to liquidate the advance with partners, partner, this should be done by
reviewing the package of financial reports, CDA journal and ledgers, and
related supporting documents in order to ensure that management & donors
receive the needed data with the desired quality standards in conformity with
donor and Plan policies and guidelines. Report to SFO all notes that remarked
through the process of review to be communicated officially with partners.
Monitor the timely submission of all partners’ financial reports to Plan
Egypt. Track current advance payments and settlement dates for all PU
partners. Contribute to the process of preparation of the partnership
agreements templates & Update the partnership agreements and annexes as
appropriate to ensure the compliance with the grant requirements
ERP System (SAP/Microsoft Dynamic) Review all process of PO’s & requisition
forms, TORs or any other requests related to program unit to ensure budget
availability and alignment with Plan financial policies and procedures. Record
all transactions related to program unit to ERP system.
Capacity Building Contribute with concerned team in related to capacity-
building plan for PUs or CDAs in order to improve the quality of implementing
the projects in satisfactory with plan and donor expectation. Report to
management all weaknesses that remarked through daily routine in order to
update the capacity-building plan either for plan or for partners, which
consequently will help to improve the the quality of implementation.
Auditing Provide the support to facilitate the process of internal and externa
audit. Monitor the audit recommendation and follow-up with partners the
actions that had to be taken to address the audit findings.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical Expertise, Skills and Knowledge A Degree in Accounting or a
professional qualification such as CIS , ACCA or equivalent ‎5 years’
experience in a similar role in an INGO environment
Skills Good management skills Analytical skills Communication skills,
appropriate to the audience Problem solving Proficient in computer skills and
use of relevant accounting software packages
Very Good level of English language.
Willingness to learn and ability to work under stress.

Location: Alex. Program Unit with frequent visits to Damietta Office.
